At the end of 2011, "China’s rural poverty alleviation and development program (2011-2020)" enumerated 14 regions as the crucial battleground for poverty alleviation. Among which, three areas including Qinba mountainous regions, Wumeng mountainous regions and Four provinces Tibetan areas involve Sichuan province. These three areas appear the situations of poor natural conditions, weak infrastracture constructions, less educated human resources and low scientific and technology level. The dominant industry of these three areas is agriculture. The development of agriculture industry in Sichuan destitude areas plays an important role of the development of these areas’economy. The leaping development of agriculture relies on the power of agricultural science an technology. But the disequilibrium of the service of agricultural science and technology hinders scientific achievements from applying into reality. This study applied theories of supply and demand, regional economic development, diffusion of innovation, public product and service and organizational behaviour for analysing Sichuan destitud areas’ agricultural science and techonlogy service, then offered suggestions through analysing the reasons why demand and supply didn’t match.The main conclusions are as follows:(1) Supplier of ASTS relates to institutions or indivituals that supply the service. The main supply of ASTS are the following four subjects:First, agricultural R&D organization, which is responsible for the research and development of agricultural science and technology. Second, relavant departments of government, which promote the research achievements. Third, market organizations, such as co-operatives and agricultural leading enterprises, which, if possible, can speed up the hole process of ASTS. Forth, public organizations, which play the supplementary function.(2) Supply have these defects:First, it’s still weak in cooperation between R&D organizations and destitute areas. Second, the capacity and ability of government’s workforce should be furthered enhanced. Third, regional differences are ignored. Forth, lack of market organizations.(3) The influencing factors of the disequilibrium including:huge difference in insdustry, which lead to difference in demand; lack of talent incentive mechanism; weak market mechanism.(4) Demander of ASTS relates to individuals that demand the service. Peasants are in great demand of ASTS; basic technology are most needed; they prefer way of regularly teaching by supplier; interpersonal communication and traditional media are still the main way of abtaining ASTS; market players are not broadly known by demanders.(5) Use the multiple linear regression model to analyse the influencing factors of demand, the results from strong to weak are:peasants’view of new technology’s effect of increasing income, peasants’educational level, eara’s transportation condition, confidence in government and the family’s main source of income.(6) Supply shortage stem from there main reasons:First, inadequate incentive mechanism. Second, industrial difference derive from regional difference. Third, imperfect market machanism.(7) There are fields in ASTS that the supply and demand are not perfectly matched. Four aspects are included:First, contents of ASTS, what have been supplied are not needed the most. Second, way of service, the most expected way is not usually used. Third, few agricultural technology are taken into practice. Forth, still lack of ASTS in the three area.For solving the disequilibrium, suggestions are made as follows:(1) take regional differences into consideration when make the decision of what work of ASTS should be done in an erea.(2) increase the number of agricultural technicians work in counties and improve their technical skills.(3) enhance the cooperation between R&D organizations and destitute areas.(4) make great efforts to cultivate market organizations of ASTS.(5) establish guarantee mechanism for unexpected results of practising agricultural science and technology.
