In the past ten years,with the deepening of China's financial system reform,joint-stock banks,city commercial banks and foreign banks have developed rapidly.The market share and operation of state-owned banks are facing severe challenges and cruel competition.At the same time,with the rise of Internet finance,the traditional banking business of banks has shrunk in an all-round way,the deposit-loan gap has further narrowed,and the profitability of commercial banks has declined significantly.How the state-owned banks survive and develop in such a competitive market environment has become one of the important problems that the state-owned banks need to face.In the final analysis,the core competitiveness of state-owned banks to achieve sustainable development depends on talents.To build a first-class and efficient bank talent team,it is necessary to implement performance management and assessment system focusing on personnel training and promoting the improvement of personnel quality and ability.The Balanced Scorecard(BSC)takes organizational strategy as the starting point,with the help of four dimensions of financial,customer,internal process,growth and innovation analysis,can provide banks with an objective,fair,applicable and operable performance appraisal index system,and raise the performance appraisal system of state-owned banks to the height of Bank Strategic development,so as to promote the sustainable development of state-owned banks.Development.Based on the above considerations,this paper combines the Balanced Scorecard with the performance appraisal system of banks.On the basis of in-depth analysis of the status quo,existing problems and the strategic environment faced by the development of the FS branch of the Bank of China,this paper takes the four dimensions of the Balanced Scorecard as theanalytical framework,solicits opinions from experts and synthesizes the existing banks of the Bank of China.The performance appraisal index system of Bank of China FS Branch has been unified.At the same time,the weight coefficients of three levels of performance appraisal index system have been determined by analytic hierarchy process.Finally,the applicability of the performance appraisal index system has been analyzed by taking FS Branch Business Department as an example.After research,this paper argues that the design of indicators from the four dimensions of the balanced scorecard can basically cover all aspects of the development of bank operation,and can more scientifically and effectively measure the development of bank operation ability and level.In the performance appraisal of banks,we should pay attention to the optimization of the internal process of banks,take the satisfaction of customers from banks as the embodiment of measuring the efficiency and effect of bank operation,set up performance appraisal indicators on staff satisfaction and self-growth,and reduce the appraisal of financial indicators appropriately.
