Study On Enterprise Credit Regulatory System Of Changsha City Administration For Industry And Commerce Management System

Commercial Registration System is the first threshold for market participants to enter the market.It determines the legal business status of market participants and can help government to supervise the market entities effectively.There are many problems in traditional commercial registration system,such as long approval period,complicated procedure and high registered capital requirements.These problems gradually restrict the development of social productivity and the vitality of the market economy.In this context,the reform of the commercial registration system came into being.The Third Plenary Session of the 18^th CPC Central Committee made an important decision to comprehensively deepening reforms.The reform of the commercial registration system of China started at 2014.It has carried out a number of substantial reforms around the reform of decent ralization,the reduction of entry barriers,and exercise stronger oversight both during and after the handling of matters.The results of the reform are directly reflected in the surge of the number of market participants.However,China lags behind devel oped countries in market environment construction,social credit system construction,and legal system construction.This gap is bound to lead to new problems in commercial registration.This paper based on the theory of service-oriented government and the theory of new public service,and takes the commercial registration reform of Changsha as the research object.We sorted out the policies,measures and achievements of the Changsha commercial registration system reform since 2014,focus on the problems faced by the Changsha commercial registration system reform,and analyzed the causes of these problems.Then,putting forward countermeasures for the problems of commercial registration legislation,the division of labor coordination of functional departments,the weakness of“Ease access and strict regulation”and the staffs of first-line registration increased their risk of performance of their duties.The reform of the commercial registration system is an important part of comprehensively deepening reforms and a key entry point for rationalizing the relationship between the government and the market.Studying the issue of the commercial registration reform of Changsha can not only provide experience for the reform of the commercial registration system in t he whole province or even the whole country,but also provide a theoretical reference for the ongoing reform of the market supervision system.More importantly,it is an important practice to promote the modernization of the national governance system and governance capacity.
