Since the reform and opening up,China's economy has developed rapidly and has become the world's second largest economy.China's aid to Africa has also increased with the rapid development of the economy.China's aid to Africa has become the hot topic of scholars at home and abroad.Japan has a long history of aid to Africa,has a very mature aid system,and has produced very good results.There are many experiences worth learning and summarizing.This paper takes Japan and China as the research objects and conducts a comparative study on aid in Africa from three aspects: the evolution of policies,the composition of mechanisms,and the comparison of effects.Japan's aid policy has gone through the stages of seeking economic interests,ensuring energy security and the Japan-US alliance,seeking political interests,and establishing new strategic partnerships.China's aid policy has also experienced political priorities,economic focus,corporate leadership,and comprehensive benefits.As a world-class aid country,Japan has provided assistance to Africa with the Tokyo International Conference on African Development as its main mechanism,and its scale of aid to Africa has grown slowly.Although China is still a recipient of Japan,the aid system is still in the exploratory stage.In aid to Africa,China mainly provides assistance to Africa through the Forum Of China-Africa Cooperation.China actively explores and takes the initiative to take responsibility.Far more than Japan,and the growth in performance is significant.Through comparative research,this paper believes that China and Japan's assistance to Africa has gone from imperfect to perfect,from immature to maturing,and China and Japan's aid policy is moving from one dimension to multiple dimensions.China and Japan also have similarities in the aid mechanism.Japan's Tokyo International Conference on African Development and China's Forum Of China-Africa Cooperation have strong similarities.In terms of the effectiveness of aid,Japan's main body of aid to Africa is more diverse,and in some respects,it has achieved “smoothness and silence”.Of course,China's assistance to Africa's transportation infrastructure has also achieved good results,and to some extent compensated for the lack of public goods provided by African governments.
