Research On The Implementation Of The National New-type Professional Farmer Incentive Plan Under The "two Rights" Mortgage Loan Policy

At present,new normal characteristics of economic operation are becoming increasingly evident with new technologies,industries and business types growing rapidly,which develops new driving force for growth,improves traditional development mode and constantly creates new employment posts,thereby powering the steady growth of urban and rural residents’ income.While boosting the new-type urbanization and providing rural population with urban identities in an orderly manner,cultivation and support for the new-type skilled farmers are strengthened and the progress of professionalism is accelerated,in order to help farmers benefit from the achievements of modernization.Pengshan district has made progress in innovating the development mode of agriculture and villages,improving systems and mechanisms and cultivating new driving force for agriculture and rural development.This paper conducts a deep analysis on the current situation of the pilot program of “Two Rights ” Mortgage loan policy and the cultivation of a new type of skilled farmer in Pengshan District of Meishan City,sorts out the existing research literature at home and abroad,and then proposes a research plan.On this basis,the author firstly introduces the achievements that have been made since the implementation of the new type of skilled farmer incentive plan,finds out problems by consulting literature and interviewing and visiting key groups,and analyzes the causes with the motivation theory.At last,the countermeasures are proposed based on relevant foreign advanced experience.To further promote the new type of skilled farmer incentive plan at Pengshan District,it is necessary to enhance the ideological awareness,give full play to strengths of "two-right" mortgage loan policy,build systems in conjunction with implementation of the new professional farmer incentive plan with effort,combine institutional and structural reforms and tighten supervision.On the basis of the above research,this paper believes that the "two rights" mortgage policy and the new type of skilled farmer incentive plan can be combined to build a supporting system for the cultivation of new type of skilled farmers by strengthening the ideological understanding and giving full play to the advantages of the “two rights” mortgage policy.In this way,a new path for China to realize agricultural modernization as soon as possible can be built.
