Study On The Effect Of Patent Subsidy Policy In Pengshan District Meishan City

Since the implementation of the patent system in 1985,patent subsidy policy also produced the huge influence through different forms of patent application quantity and quality,from the patent application fee,annual fee waiver to accept funding for the patent,then the authorized patent grants and industrialization.Subsidy policy has given a huge boost to the quantity and quality of patent.Since 1999,Shanghai has introduced the method of funding patent application fee.Now,the nationwide administrative departments at all levels of science and technology basically achieve full coverage from different fields of patent subsidy.County(District)level of patent subsidy policy,which promotes the local patent application,also produced such as garbage,just for application,not for maintenance.Therefore the county(District)level of patent subsidy policy implementation effect in the end is worthy of academic research.Based on the systematic review of the literature and the policy evaluation theory,this paper studies the effect of patenting policy in Pengshan area by means of questionnaire survey and qualitative and quantitative analysis in line with the relevant data of Pengshan area patent application and authorization.The study found: the effect of Pengshan District patent subsidy policy basically reached the expected policy,on the one hand,in the patent output effect,the number of output has a obvious growth,but the quality of the output and the structure effect is not ideal;on the other hand,the policy has a positive influence on Enterprise R&D investment and enterprise patent protection consciousness.Meanwhile,there are problems to be solved in the implementation of subsidy police,such as underadvertising,low amount of funding,funding not in time,patent structure imbalance,poor patent quality,the lack of policy evaluation mechanism,etc.There are some suggestions from six aspects to carry out the work in order to enhance the area of patent quality and innovation ability.First,the combination of offline and online publicity channels to create a good atmosphere in the area of patent protection;second,the establishment of funding guarantee mechanism for patent funded work effectively to provide strong financial support;third,the establishment of classification the support system,funding for individuals and companies,enterprises and institutions classification,strengthen policy oriented,and adjusting the patent structure;fourth,perfect the patent subsidy policy approval process,introducing the patent review link,and improve the quality of patent;fifth,improve the patent subsidy policy evaluation mechanism,establish dynamic comprehensive patent database,and establish the policy assessment team the policy of regular evaluation;sixth,adopt the combined mode of "government + social organization",establish the patent integrated service platform for enterprises and individuals which provides the “full” service from patent application,transformation to right protection.
