As a world trade power,China has always been the main target of trade remedy measures by various countries,which has had an important impact on China's foreign trade.However,in recent years,the anti-dumping measures adopted by the developed countries such as the EU have seen some new trends,not only anti-dumping against China's traditional export products such as steel,but also products with high technological content such as motors and photovoltaics.In view of the fact that China and the EU are important trading partners of each other and the proportion of anti-dumping against China is close to 30%,this trade remedy has the potential to threaten China's industrial security and hinder China's industrial upgrading.Academic circles at home and abroad generally study the impact of anti-dumping on export volume,and research on the quality of export products is more meaningful for China's current industrial upgrading.Therefore,this paper uses the data of 219 kinds of HS6 code products affected by EU's anti-dumping against China in 1996-2013 to study the impact of EU anti-dumping on China on the quality of China's export products,and to provide thinking for China to become a trade power.This paper analyzes the status quo of EU anti-dumping against China from three aspects: frequency,industry distribution and anti-dumping tax rate,and reveals the trade effect of anti-dumping.Referring to the methods of Khandelwal,Schott and Wei(2013),the quality changes of 219 products involved in the anti-dumping investigation for nine consecutive years were measured and analyzed.The research found that anti-dumping inhibits the improvement of the quality of China's export products.The negative impact of affirmative ruling on product quality has an increasing effect,that is,it has a long-term effect;the negative ruling also inhibits the improvement of the quality of export products,and the quality of export products by anti-dumping duties.The impact was slow and did not show its negative effect until the fourth year.In the face of anti-dumping,companies have not increased R&D efforts from a long-term perspective,improved their technical level and improved the quality of their export products,but continued to export low-quality products for short-term benefits.Therefore,the government and industry associations should supervise and motivate the export behavior of enterprises,let enterprises change their concepts,from “winning by quantity” to “winning by quality”,and help the country achieve the goal of becoming a trade power with high-quality exports.At the same time,actively and rationally respond to trade barriers,in the face of the investigation of the complaining country,enterprises should actively respond to the lawsuit and reduce the negative impact of trade protection;Chinese enterprises themselves must improve technology,improve product quality,and implement export diversification strategies.
