The household management contract system established in rural areas has established the independent economic subject status of farmers,and farmers have become the main production and operation units in rural areas of China.The establishment of peasant household management system has thoroughly changed the relationship between peasant households,agricultural production departments and rural financial departments.Since the 1990 s,the "three rural issues" in China,"the slow development of rural economy,the difficulty of increasing farmers income and the heavy burden of farmers" have become the bottleneck restricting China's economic development.Therefore,the development of rural pastoral economy is the key strategy in China's economic development.If we want to develop rural pastoral economy,we need to play the role of rural finance,which is an important part of China's financial system and an important force to support and serve "agriculture,countryside and farmers".Rural lending is an important part of rural financial problems.The market economy system replaced the planned economy in the1990 s.The transformation of the management ideas of rural formal financial institutions has exerted a tremendous impact on the rural financial market,such as the serious outflow of rural funds,the structural disconnection between supply and demand of rural finance,the large withdrawal of various financial institutions,resulting in the imbalance between supply and demand of funds,and the increasing activity of private lending.Ethnic minority rural pastoral areas.With the development of economy,the living standard of rural pastoral areas has also risen,and the demand for funds has become more and more intense.In rural and pastoral areas,lending is mainly divided into formal financial lending and privatelending.Although the amount of formal financial lending increases year by year,there is still a situation that the demand for funds is greater than the supply of funds in rural and pastoral areas,and it is still difficult for farmers and herdsmen to get loans.Therefore,a comprehensive and accurate understanding of the current financial needs of farmers and herdsmen,especially the current situation of lending behavior,is the basic work to promote rural financial development.This paper studies the loan problem of Mongolian farmers and herdsmen,which has a certain practical significance for the loan problem of Mongolian people in rural and pastoral areas of Inner Mongolia.This paper mainly focuses on the loan problem of Mongolian farmers and herdsmen in the eastern part of Inner Mongolia.Taking Huhetala Division of the Right Left Central Banner in Horqin,Tongliao City,Inner Mongolia as the field research site and issuing questionnaires,this paper combines the knowledge of Minority Economics with the specific situation of Huhetala Branch to analyze the current situation of farmers and herdsmen loan.This paper consists of six parts.The research contents are as follows:The first part is the introduction,which mainly introduces the background of the topic selection,the review and review of relevant literature at home and abroad,the research content,research ideas,research methods,innovation and shortcomings of this paper.The second part introduces the basic situation of farmers and herdsmen in Huhetala farm,and uses the data collected from the survey to analyze.The basic situation of the respondents and their families,the income profile of farmers and herdsmen,and the supply profile of farmers and herdsmen were analyzed.The third part is the analysis of farmers and herdsmen lending behavior.From the source,purpose,scale,interest rate and duration of loan and mortgage guarantee.The fourth part is to analyze the difference of loan behavior between Huhetala farmers.The fifth part is an empirical analysis of the influencing factors of Huhetala's loans.The sixth part is the conclusion and countermeasures.
