The financial development in pastoral areas is an important basis for improving the income of pastoralists. To increase herdsmen's income requires a reasonable and healthy operating pastoral financial system to provide sufficient financial support. However, the current financial system in pastoral areas cannot meet the development needs of pastoral areas. The existing financial systems in pastoral areas cannot meet the financing needs of the economic entities in pastoral areas.Although various financial institutions represented by rural credit cooperatives tried to provide more comprehensive and convenient basic financial services for local herders, measures such as increasing the loan amount and extending the loan period were adopted, but due to the existence of information asymmetry,Herdsmen are in a weak position in financial activities and the demand for borrowing has not yet been met. This paper attempts to analyze the characteristics of borrowing behavior of the herdsmen in Wushenqi as well as the factors influencing the borrowing demand through field survey data,so as to discover some problems existing in the borrowing behavior of herdsmen in Wushenqi and give corresponding policy recommendations. At present, domestic scholars have studied more on farmer households' lending practices, and there have been few studies on pastoralists.Scholars conducted research on the loan behavior of farmers in different regions from different perspectives.Because of the differences in the natural environment, social environment and financial environment in which the objective aspects are located, the borrowing preferences of the rural households in charge are different, resulting in different characteristics of the farmers' lending behavior. There have also been studies on loan behaviors of herders in the eastern and central parts of Inner Mongolia such as the Xilin Gol League, but there have been few studies on the loan behavior of pastoralists in western and southwestern Inner Mongolia. Therefore, this article attempts to use the actual borrowing needs of herdsmen in Wushenqi as an entry point to analyze the factors affecting the borrowing demand. This has certain practical significance for improving the services of financial institutions in pastoral areas, increasing the efficiency of lending, and exploring new modes of financial innovation in pastoral areas. The full text is divided into four chapters:The first chapter mainly elaborates the research background, the research significance, the literature review, the research content, the methods as well as the innovations and deficiencies. The second chapter is the normative analysis of the influencing factors of the actual borrowing demand of herdsmen in Wushen Banner. The theoretical logic relationship between each characteristic variable and the actual borrowing and loan demand is introduced. The causes of the borrowing loan of Wushen Banner are analyzed in detail. The third chapter is an empirical analysis of the factors affecting the actual borrowing needs of herdsmen in Wushenqi.Based on the field survey data, using the SPSS 24 statistical analysis software,an orderly multi-category logistic regression model is used to empirically determine the factors affecting the actual borrowing needs of herdsmen in Wushenqi.Analyze,do significance test and parameter estimation and give an explanation of the estimation result. The fourth chapter based on the previous normative analysis and empirical analysis to improve the effectiveness of herdsmen's participation in lending activities, strengthen publicity to create a good understanding of the environment, implement differentiated financial services in pastoral areas and increase financial precision poverty alleviation.Strengthen four other policy recommendations.
