Research On Poverty Reasons And Countermeasures Of Mongolian Farmers In Zhalaite

Since the reform and opening up,the Chinese government has implemented a large-scale poverty alleviation and development plan,and has made many efforts to alleviate the poverty problem in rural areas and eliminate the unbalanced development of all ethnic groups.The number of poor people in rural areas decreased from 250 million in 1978 to 16.6million in 2018,and the incidence of poverty decreased from 31% to1.7%.China's poverty alleviation and development work has made great achievements attracting worldwide attention and has walked out of the road of poverty alleviation and development with Chinese characteristics.At present,the concentration of contiguous poverty-stricken areas is the main battlefield for China's poverty alleviation in the future,and is also the focus and difficulty of the current poverty alleviation and development work.Zhalaite Banner is located in the border area inhabited by Mongolians and belongs to the contiguous poverty-stricken area at the southern foot of Daxing 'anling Mountains.Influenced by ecological environment and geographical location,Zhalaite Banner has unique regional characteristics in terms of production and life style as well as ideology and culture,and is typical.At present,there are 9,461 poor households with 21,939 poor people in Zhalaite Banner and the incidence of poverty is 7.40%.The data comes from the field survey and adopts the methods of questionnaire and literature research,which provides guidance and help for the study of the causes of poverty of Mongolian farmers and poverty alleviation countermeasures.On the basis of the research on the poverty situation of Mongolian farmers in Zhalaite Banner,this paper analyzes the basic situation,human capital and income of the households surveyed,and summarizes the poverty characteristics of Mongolian farmers in Zhalaite Banner.The results show that the poor population of Mongolian farmers in Zhalaite Banner is concentrated and the poverty level is deep.Zhalaite Banner promotes the basic livelihood of the rural poor and the need to develop industrial projects by means of capital integration,new innovation and social participation.The causes of poverty among Mongolian farmers in Zhalaite Banner include lack of ideological awareness,unreasonable consumption behavior,lack of employment and entrepreneurship ability,lack of self-development willingness,and poor awareness of risk prevention.Therefore,we should optimize the policy environment and establish and perfect the long-term mechanism for poverty alleviation.Strengthen the ideological awareness of poverty alleviation and improvethe anti-poverty ability;Increase investment in education to improve farmers' self-development ability;To improve the skill level and promote the employment and entrepreneurship of farmers;Increase investment in poverty alleviation funds to speed up the development of agricultural industrialization.
