Nowadays, China is in the period of economy transition and the new type of town strategy is continually promoting the transformation of tertiary industry structure. Therefore, the trend of non-agricultural employment will strengthen and promote the rapid development of town economy. In this article, we will choose Mongolian as the most typical example among the ethnic minorities, using the special visual angle of Mongolian female as the object of study, and deeply investigate their human capital and social capital. Meanwhile, we analyze deeply the influence of health level, cultivation level and social capital to the willing of employment, the income of employment and the time of employment. By means of providing questionnaires to acquire the data and using statistics software of spss17.0 to investigate the influencing factors, we can get some conclusions such as the good effect of cultivation to the non-agricultural employment willing, the great impact of health, cultivation and social capital to the income of non-agricultural employment and the good influence of health to the time of non-agricultural employment and so on. At the same time, the article proposes the feasible suggestions which play an important role in guiding the non-agricultural employment of particular group. Moreover, this article expands the concern to the other ethnic minorities so far as to female groups by investigating this minority and making the sample, which make contributions to the promotion of non-agricultural employment in the succeeding society.
