Research On Inter-departmental Collaborative With Supervision Of Food And Medicine Safety In Guangxi

The safety of food and medicine is related to the life and health of the people and the long-term stability of the country.The supervision of food safety is an important guarantee for the safety of food and medicine.As the main body of food safety supervision,the government has public responsibility for food safety.At the same time,the government's food and drug safety supervision level is an important component to test the government's governance capacity and credibility.The report of the 19 th National Congress of the Communist Party of China emphasized the need to comprehensively deepen reforms and upgrade the modernization of the national governance system and governance capacity.As the important content of government governance,the regulation of food safety is an important part of improving the governance capacity of local governments.There are many links in the regulation of food safety,and the power of a single regulatory department is limited.Regulation requires cross-sector collaboration.In this context,this study selected the cross-sectoral collaboration of food safety supervision in Guangxi as the research topic.The research combined with the current reform practice in China,and discussed the current situation of the food safety supervision system in Guangxi under the new wave of reforms.The impact of crosssectoral collaboration on safety oversight.From the perspective of collaborative governance,the study discusses the theory of collaborative governance in detail,lays a theoretical foundation for research,and establishes an analytical framework for crosssectoral collaboration of food safety supervision.The study sorts out the historical process of food and drug regulatory system reform from the national level and the autonomous region level,analyzes the current situation of Guangxi food and drug supervision system,and introduces the order parameters in collaborative governance,with conceptual guidance,institutional constraints,and mechanism guarantee.And technical support as the order parameter,demonstrating the orderly coordination of the cross-sectoral coordination of food safety supervision in Guangxi,through the analysis of typical cases as an entry point,analyzing the problems existing in the inter-departmental coordination process of Guangxi food safety supervision,not only unified authority The supervisory institutions faced challenges,imbalanced talent structure,blocked inter-departmental coordination,and “information silos” hindered the four problems of the department;and analyzed in detail the top-level design of the reform plan,the construction of the talent team,the institutional mechanism,and the departmental interaction platform.The cause of the problem;later explored the path of the cross-sectoral coordination of food and drug safety supervision in Guangxi,and put forward some suggestions,such as improving the top-level design of reform,improving the talent cultivation and introduction mechanism,improving the institutional mechanism,and improving the departmental interaction platform.
