Universal telecommunications services is the telecommunication services that provides quality and affordable services to all citizens of the country.As a leading and basic industry in China,the development level of communication industry is directly related to the overall economic development level and the process of poverty alleviation.Telecommunications universal services is an important part of the telecommunications industry development,an important means to promote the coordinated development of China's regional economy and society,an important way to narrow the digital divide between urban and rural areas,and also the important content of building a moderately prosperous society.In 2000,the Telecommunications Regulation of the People's Republic of China was promulgated,providing policy basis and guiding thoughts for the work of Universal Telecommunications Services in China.In 2004,the former Ministry of information industry launched the pilot project of universal telecommunications service,called "village call".Sichuan,as one of the first pilot provinces,launched the construction of "village call".In 2006,the former Ministry of information industry published the notice-?The notice of carrying out the village call project in 2006?,which was the first large-scale Universal telecommunications service project in China.With the development of communication technology,to help the Poverty crucial,in October 2015,the 108 th executive meeting of the State council put forward to improve telecommunications universal service compensation mechanism in the rural and remote areas,the Ministry of Industry and Information Technology of the People's Republic of china and the Ministry of Finance of the People's Republic of china issued the notice-?The notice about carrying out pilot implementation of universal telecommunications services ?,Sichuan officially started the " fiber optical fixed broadband" project.The implementation of "village telephone" and "fiber-optic fixed broadband " has guaranteed the communication rights of common people in the current rural market failure areas partly,but with the rapid development of economy and communication technology,Universal telecommunications services policy will continue,The defects of the policy and problems in the implementation process need to be solved.This paper aims to solve the problems in the Universal telecommunications services process,takes the implementation of Universal telecommunications services in Sichuan province as the research object.Through interview?researching?data collecting?question surveying and inductive analysis,the author described the implementation present situation in our province,summarized the problems existed,analyzed the reasons of the problems and advanced the methods to solve the problems.This paper contains four aspects,the first is to clarify the purpose and significance of this study,review domestic and foreign literature research,introduce the research ideas and methods,define the relevant concepts,introduce the public goods,institutional change and other theories,and introduce the implementation process of the telecommunications universal service policy in the United States and China.The second is to describe the general situation from the aspects of fund source,project construction,result supervision and inspection.The third is to summarize the problems by interview?researching?data collecting?question surveying and inductive analysis.Fourth is to analyze the reasons of the problems and advanced the policy insurance ? the evaluation mechanism ? the supervision and inspection methods,such as setting up the universal service fund,accelerating the process of legislation,improving the management and promoting mechanism,establishing the evaluation mechanism,intensifying policy implementation,enriching the supervision and inspection means,etc.
