Under the tide of globalization,export-oriented economy is more conducive to national economic development.Among the numerous policies which can promote export,due to the high timeliness,flexibility of export tax rebate,Also the export promotion measures permitted by WTO and GATT,it has become the common practice of the international community at present.In 1985,China began to implement export tax rebate police and adjusted the police for many times according to national conditions.Especially after China's accession to WTO,the increase of export rebate rates have significantly improved China's export earnings and promoted the development of China's foreign trade.Compared with the level of welfare,economic policy adjustments,economic expansion and economic structure optimization are all tools rather than purposes.Under the condition of opening up,export tax rebate policy is an important way to promote export.Some studies show that the implementation of export rebate policy has a strong promotion effect on China's economic growth and national welfare effect.Some studies also believe that the implementation of the export tax rebate policy indeed promotes the export,but it leads to the reduction of domestic commodity supply,thus increasing the price of domestic commodities and damaging the interests of consumers.Due to the difference in individual consumer behavior,the difference in consumer structure,whether the export tax rebate policy has an impact on the interests of individual consumers and what the extent of its impact is?In view of the fact that the export rebate policy has become the most general export incentive measure in China,and consumers are increasingly attaching importance to the issue of welfare,in-depth discussion of this issue is obviously a very meaningful research topic.This paper mainly has five parts,first is introductory theory,that is to discuss the research background and significance,research content and framework,research methods and innovation of this article and also insuff-icient respectively,the first chapter is the literature review,illustrating from several parts,that concludes the economic effect of export rebates,the measure of heterogeneous consumer welfare and research of trade policy to the interests of the individual consumer The second chapter elaborates the theoretical mechanism of how export rebate influences the individual interests of consumers.The article illustrates it from two intermediate channels,one is producer price,the other is export type.Also it concludes price transmission of tradables and non-tradables,and consumption effect model of tradables and non-tradables to measure consumer welfare.The third chapter describes the evolution of China's export tax rebate policy since its implementation and the economic effects of China's export rebate policy The fourth chapter is the empirical part of this article,the first is the correlation analysis of export tax rebates for individual interests of consumers,the second is the empirical study of export tax rebates for consumers experience of the individual interests,according to the export tax rebate of price elasticity coefficient.Then is according to the elastic coefficient to calculate the effect of consumption of product level and industry level.The last part is the conclusion and the implication of the policy.This paper uses the export rebate data and household consumption expenditure data from 2000 to 2006 to study the impacts of export tax rebate on consumer interests in three parts.First is to estimate the price transmission of export tax rebate policy to domestic tradable goods by using the intermediary effect,and estimate the elasticity coefficient of the two.Second is to measure the price elastic coeff-icient of tradable goods and non-tradable goods.The last is to measure the change of household consumption effect.This part is divided into the consumption effect of tradable goods at the product level,and the consumption effect of tradable goods and non-tradable goods at the industry level.The results show that the increase of export rebate rate will reduce the price of domestic consumer goods.At the product level,every 10%increase of export rebate rate will reduce the domestic consumer price by 0.46%.At the industry level,every 10%increase in the export rebate rate will reduce the domestic consumer price by 1.35%.Thus,in the level of same effect,the increasing of tax rebate will reduce household spending and also improve the level of consumer interests.Therefore,if the government can improve the tax bearing mechanism and relevant tax departments can strengthen supervision,the proper increasing of export tax rebate rate is conducive to improving the interests of consumers.
