A Study On The Influence Of The Korean Government's Rural Tourism Policy On The Management Performance Of The Rural Tourism

In 1984,Korean government has promoted the policy of the rural tourism in Order to solve the problem of income disparity between urban and rural area and decreasing in rural population.In 2008,by enrolling <the law about promoting exchanges between urban and rural area>,the rural tourism has been effectively pushed.In 2015,Korean market of the rural tourism was growing as the number of the rural tourists and the sales of the rural tourism have grown dramatically.Because the rural tourism is controlled by government,then one of the most important factors in improvement of the rural tourism is the policy of the Korean government.So this paper analyzed the effect of the rural tourism policy on the management performance of the rural tourism.By complying this paper implications,the government policy can be improved and it can lead to continuous growth of the rural tourismThis paper analyzed the rural tourism policies of the Korean government and the management performance of the rural tourism from 2008 to 2015.This paper Analysis consists of two steps which are shown below.First,analyzed the data of the Korean government related to rural tourism,pervious tourism papers,specified the detail elements of the rural tourism policies and the rural tourism management performance.The rural tourism policy of the Korean government was classified into ‘institutional improvement policy',‘fiscal policy' and ‘post management policy'.The management performance of the rural tourism was classified into ‘growth index',‘profitability index' and ‘productivity index'.Taking into account the available data,specific factors of the each index were classified as ‘total number of the rural tourist',‘total sales of the rural tourism' and ‘sales of the each rural tourism village'.Second,using the independent variable and dependent variable,setting and testing the hypothesis in order to understand the relationship between the rural tourism policy of the Korean government and the management performance of the rural tourism.The statistical data from the Ministry of Agriculture Food,Rural Affairs(MAFRA)and National Statistical Office(KOSTAT)in Korea were used.Analysis tools are the Multiple Regression Analysis and ANOVA using R program.The results of this study are as follows.First,it is shown that the rural tourism village promoting policy,as one of the rural tourism policies in Korea,has positive effects on the management performance of the rural tourism.Second,it is shown that the fiscal policy of the Korean government has no significant influence on the Korean total management performance of the rural tourism.But in the case of analyzing the influence of the government policy on each rural tourism village,there is a difference result that the rural tourism village which has supported by government budget has a greater management performance of the rural tourism.Considering the ratio of the budget support target-the ratio of direct support to rural tourism village is 24.6%,the ratio of none direct support is 75.4%.Therefore,we can prove that the government budget that does not directly support the rural tourism village is inefficient.As a result,we can expect that the management performance would be increased by increasing the number of the rural tourism village supported by government budget.Thus,this study suggests that direct support for each rural tourism village should be increased through reorganizing the government budget.Third,this paper done a study on the village manager behavior.The result of the comparative analysis of the village manager showed that the presence of the village manager brings better results in the management performance of the rural tourism.This shows that the village manager contribute to increase the management performance of the rural tourism village.In addition,the village manager's service period take a positive influence on the management performance,but the gender and age do not affect.Based on results of this study,for improving the management performance of the rural tourism,this paper suggests some implications: improving plan of government policy,enhancing quantitative of the rural tourism village and the qualitative improvement through reinforcement of post management,efficient reorganization of government budget and expanding the government budget for village manager.The previous papers have investigated the satisfaction survey about the rural tourism village,the analysis about the rural tourism village and the survey about the resident of the rural tourism village.The scholar value of this paper is investigating further which discovering how Korean government's policy of the rural tourism influences the management performance of the rural tourism.This paper shows better understanding of relationship between rural tourism and government's policy which willing to see more profound researches relating to tourism industry in the future.
