The reform of the tax distribution system in 1994 is the main source of the mismatch between the financial and administrative powers of the central and local governments.In 2008,the financial crisis swept across the world.In order to expand domestic demand,the state launched a "4 trillion" investment plan,which stimulated the rapid expansion of local government financing platform and the rapid expansion of financing scale.Although the "4 trillion" program has avoided a hard landing for our economy,it has also brought a considerable negative impact.Local governments have borrowed a variety of projects,and the scale of local government debt has been expanding,making the risk of government debt increasing.In 2018,the debt balance of Inner Mongolia government was within the limit.However,due to some institutional and institutional contradictions still exist,in the case of limited local financial resources and financial expenditure pressure,in the face of the decline in GDP growth,the problem of debt risk is prominent,which needs to be paid enough attention.In view of the reality,this paper first expounds the urgency of preventing and resolving the risk of government debt in Inner Mongolia.The second chapter introduces the basic situation of Inner Mongolia's government debt and carries out risk analysis.It finds that the causes of the formation of Inner Mongolia's government debt risk are mainly the mismatch between financial powers and expenditure responsibilities,the unreasonable assessment system for government officials,the irregular investment and financing of the government,the imperfect management mechanism of government debt and the imperfect early warning mechanism of government debt risk.Finally,suggestions are put forward from five aspects: ideological understanding,institutional mechanism,laws and regulations,management ability and concrete measures.It is hoped that this study can provide meaningful countermeasures and suggestions for strengthening the management of government debt in Inner Mongolia and effectively preventing and resolving the risk of government debt in Inner Mongolia.
