Capital Performance Evaluation Research Of Land Remediation Project In D City

With strengthening accurate poverty alleviation programs as well as supporting regional development,governments at all levels increase investment in land remediation projects.Land remediation project is characterized by long funding chain,numerous procedures,single capital resource and so on.Currently,there are plenty of problems in such programs,such as lack of unified plan with related departments doing things in their own way,long cycle of many programs,effect showing slower and lacking protection of final-stage,which have negative effects on the programs.The assessment of land remediation programs plays a significant role in the research of current investment,programs guidance,analysis of effects and evaluation of related departments.It is not only an essential part of public fiscal management but also the inner demand for higher efficiency of fiscal spending,which is an important reference standard.This thesis selects assessment indicators,analyse the relation between such standards and establish the whole assessment system of land remediation programs based on the data of land regulatory system and file documents with Grounded Theory.The system includes four first-level indicators,which are the project establishment phase,implementation phase,acceptance phase,and late-stage protection phase.There are 34 secondary indicators including the survey and delimitation field,the planning and design,using the ANP network hierarchy,with the help of Super Decision software to determine the weight of each indicator by constructing judgment matrixs between related indicators.By comparing with the index weights obtained by using AHP,it is concluded that using ANP method is more in line with practical requirements and more objective and scientific.On this basis,33 representative projects were conducted evaluations in each year of D city's 2015-2017 acceptance projects,and the problems existing in the land remediation programs of D city were analyzed both macroscopically and microscopically.In addition,detailed and feasible improvement measures were proposed in terms of rules and regulations,work division,fund raising,fund management,project management,supervision and inspection,which provided guidance for promoting better and faster development of land remediation projects of D city.
