Research On The Reform Of Individual Industrial And Commercial Households Registration Management System Based On Grass-roots Supervision Practice

The individual economy has become an indispensable part of China's socialist market economy,not only to solve the employment problem.,maintain social stability to provide more way out.but also for the vast number of workers to raise economic income.improve family life has brought more choices.The relevant laws and regulations of the registration management system of individual industrial and commercial households in China,starting from the interim regulations on the administration of urban and rural individual industrial and commercial households,to the release of the "individual industrial and commercial households regulations",to the current series of reform measures and the forthcoming revision content.,although constantly optimized and perfected,also resolved some problems and contradictions,However,there has been no fundamental change in its core thrust,neither the registration process requirements nor the supervision and management approach have undergone major adjustments.In my opinion,these reform measures and institutional perfection are based on the view that individual industrial and commercial households are regarded as independent commercial subject registration type.,that is.to continue the traditional individual industrial and commercial enterprise management mode.and individual industrial and commercial households as the market subject of equal status with enterprises,whether it is registration or management system,all take enterprises as a model to make reference.Therefore,it may not be ob vious to solve all kinds of difficulties and problems encountered in grass-roots practice under the new situation in a deep and thorough solution.This paper first introduces the concept connotation of individual industrial and commercial households,and through the multi-faceted comparison analysis of individual industrial and commercial households and enterprises,makes a further definition of individual industrial and commercial households,and introduces the history and present situation of the registration management system of individual industrial and commercial households and the latest reform measures.Thus,the individual industrial and commercial households and their registration management system are systematically and intuitively described.Taking Nanjing Qinhuai District as an example,this paper studies the present situation of the development of individual industrial and commercial households,analyzes the specific situation,and summarizes the main problems existing in the current grassroots supervision in combination with the work practice:first,the contradiction problem of unlicensed operation is still grim,and the second is that the follow-up supervision of individual industrial and commercial households by market Supervision Department Third,the purpose of the business license of individual industrial and commercial households deviates from the original design,and makes an in-depth and comprehensive analysis of the causes of the related problems.Overseas countries and regions do not exist for individual industrial and commercial households as a commercial subject registration type,but there are also similar groups with China's individual industrial and commercial households,such as small businessmen,small micro enterprises,etc.through the exploration of foreign countries and regions on small businessmen,small and micro-enterprises management experience to provide reference for China's institutional reform.This paper mainly selects the representative Japan,the United States.Germany and the Taiwan region of our country.Finally,on the basis of the above work,and then summed up the previous research results,put forward the current individual industrial and commercial households registration management system reform proposal,that is.the current group of individual industrial and commercial households.in accordance with whether it belongs to small-scale operators,according to the idea of"grasp big and small",from two aspects of the implementation of policies:First.the implementation of registration exemption for small-scale operators,the specific measures include the establishment of reasonable definition conditions,clarify the responsibility of the operator and establish a "pipe combination"management system.and second,the non-small-scale operators to guide them into the registration of small and micro enterprises.specific measures include gradual and progressive promotion.Improve the support policies and service guarantee of small and micro enterprises,enhance the enterprise's own sense of social responsibility.After the implementation of the reform measures in two aspects.it will effectively solve the problems existing in the current grass-roots supevision practice:Small-scale operators will no longer have the scruples of operating w ithout a license after registration,can open the door to do business,for the operators is a kind of restraint relief.for the government departments is also the release of regulatory pressure.And the reference to small-scale operators.A series of management measures of the enterprise supervision system will also be invalidated,instead of a set of effective management system specifically for small-scale operators.so as to avoid the current system but difficcult to implement the dilemma.Finally,non-small-scale operators will only be able to handle business licenses,as enterprises to accept the strict management of government departments and the broad supervision of the whole society,which also let the hope that through the business license to obtain compensation and other interests of the group have to weigh the cost costs.
