The report of the 19 th National Congress of the Communist Party pointed out that socialism with Chinese characteristics has entered a new era,and the main contradictions in society have been transformed into contradictions between the people's growing needs for a better life and the development of inadequate imbalances.Food safety,as the most concerned issue,can effectively and properly regulate food safety as an important indicator to test the government's ability,management and service.Food safety is a social and political issue.Ensuring food safety is also one of the core elements of maintaining social stability.People's attention to food safety issues has also raised new challenges for the government's regulatory effectiveness.To this end,the government has also increased its supervision to seek more effective regulatory results.However,in recent years,China's food safety situation is not optimistic,and some major accidents are still frequent.On the one hand,supervision is constantly increasing,on the other hand,accidents continue to occur.Why is there no good effect under the strong regulatory system? In reality,there are few reports of food incidents in ethnic minority areas.Why is there a regional difference in regulatory effects? To this end,this paper takes the C food factory in B city of A province as the research object,through the field research of the factory,and interviews with the relevant regulatory authorities and the staff of the ethnic committee to analyze the operation mechanism of food supervision in minority areas.The survey found that the government played an important role in supervision.Food companies cooperated with government supervision through the establishment of self-examination organizations and made regular or irregular self-examination to make up for the lack of government supervision.The irregular visits and inspections of social organizations have also played a role to a certain extent,and the self-discipline of ethnic customs and habits is the key to ensuring the safety and quality of food.The multi-sectoral and multi-agent cooperative supervision model effectively guarantees the quality and effectiveness of food safety supervision.Building a multi-governance supervision is the key to ensuring the quality of food safety.Based on this,this paper proposes countermeasures.First,the industrial chain supervision system should be people-oriented,scientific and effective;second,pay attention to the integration and sharing of food safety information;third,the food safety guarantee departments cooperate and coordinate;fourth,strengthen Food safety ethics and maintenance;Fifth,improve and improve the credit system,and establish a blacklist system.Food safety concerns the health of every citizen.Whether or not every citizen can eat safe food is an indicator of the strength of a government's ability to govern.In a truly powerful country,the life experience of citizens can influence the institutional design of the country,and the system design of food safety should be designed from the perspective of citizens to be effectively implemented.This paper analyzes the food safety supervision issues in ethnic minority areas and proposes countermeasures based on the research conclusions.It aims to provide better system design for food safety supervision in China,and to ensure the effectiveness of food safety supervision.The efficiency of food safety supervision makes citizens no longer suffer from food safety accidents and is more assured of China's food safety production.
