Study On The Efficiency Evaluation Of Circular Economy In Shandong Province

Since the reform and opening up,China's economic development has advanced by leaps and bounds,and the extensive development of the economy has brought about problems such as environmental pollution,waste of resources,and ecological destruction.China's economic development is carried out in an extensive development model of “high pollution,high consumption,and high emissions”.Such development will bring about rapid economic development in the short term,but it is not conducive to healthy and sustainable economic development.As a major economic province in China,Shandong Province has a sharp contradiction between energy and environment.Therefore,the development of circular economy is of great significance to alleviate the current situation in Shandong Province.This paper uses the cyclical economic panel data of 17 cities in Shandong Province from 2005 to 2016,and uses the SBM model with undesired output to conduct a detailed analysis of the efficiency of Shandong's circular economy.The regression analysis was performed on the influencing factors using the Tobit regression model.The results showed:(1)Compared with the traditional CCR model,considering the undesired output generated by economic activities,the SBM model with undesired output can make a more scientific and accurate evaluation of the efficiency of circular economy in Shandong Province.(2)From the time scale,the overall efficiency of circular economy in Shandong Province from 2005 to 2016 is on the rise.With the passage of time,the development of circular economy in 17 regions of Shandong Province has gradually expanded.(3)Through the efficiency decomposition and redundancy analysis of the circular economy in Shandong Province,it is found that the reason for the inefficiency of DEA in most areas of Shandong Province is that the pure technical efficiency is too low,and the excessive consumption of water resources and power resources in Shandong Province is prominent.(4)Through the analysis of Shandong Province's circular economy efficiency inShandong Province,the results show that the current province's circular economy efficiency advantage areas are mainly in the central province of Jinan and the eastern coastal areas of Weihai,Qingdao and Yantai.(5)Per capita GDP,scientific and technical fiscal expenditure,environmental protection fiscal expenditure,and harmless treatment of domestic garbage have positively promoted the development of circular economy in Shandong Province.The whole society's electricity consumption and sulfur dioxide emissions have hindered Shandong.The development of the province's circular economy,other factors and the development of circular economy in Shandong Province showed a weak correlation.In view of the problems existing in the development of circular economy in Shandong Province,five suggestions were put forward in the paper.(1)Promote the concept of circular economy through multiple channels and promote the circular economy lifestyle of the whole people(2)Establishing a circular economy development system and mechanism and improving laws and regulations with the government as the leading factor(3)Adjusting the industrial structure and promoting the optimization and upgrading of the industrial structure(4)Improve the recycling rate of solid waste(5)Pay attention to personnel training and improve scientific and technological innovation...
