Shandong Province, The County Recycling Economy Development Model

Shandong Province economical scale increases in high speed for many years. It is relevant of developing county economy in recent years. But the economic growth pattern supporting the growth is still extensive. Resource is consumed by a great quantity. The sources of energy, transportation etc. becomes the restraint factor. Many people become anxious for the ecological environment situation. It will cut down the pollutants on the entire procedure of production and promote the effective use of resource through developing circular economy. Circular economy, which gives consideration to the benefits of economy, environment and society, is the best way to approach the sustainable development.First, the basic theory and the research progresses home and abroad of circular economy and the present development situation of county economy in Shandong province are analyzed and the basic train of thought for developing county circular economy is proposed in the paper. Then, the developing patterns from several aspects such as agriculture, industry, social life are discussed in detail. Circular economy is carried out in government, enterprise, region and the whole social together following the "3R" principles and adjusting measures to local conditions. Depending on dominant characteristic industry, it adopts the methods to create a new economic growth pole, which contains extending the industrial chains, bringing up backbone enterprises, developing circular industries, agriculture and ecological tourism. Finally, taking Zouping County as an example, a concrete plan for developing circular economy is made in the paper. We can see the restraint factor and the enormous potential of developing circular economy thorough analyzing the developing situation of Zouping County. Through the analysis of industrial chains many measures are proposed which make Zouping County industrial park into an eco- industrial park. Some suggestions about circular agriculture and vein industry are also proposed. The adjusting and rebuilt for industry based on circular economy and eco-theory will improve the sustainable development for Zouping County.
