Study On The Problems And Countermeasures Of Investment Promotion In Caidian District Of Wuhan City

As a source of living water for economic development,investment promotion is the most direct productivity of Wuhan's development at this stage.Caidian District of Wuhan City seized the historical opportunity and took the Sino-French Ecological Demonstration City,Caidian Economic Development Zone and the revitalization of the countryside as “three major priorities” and vigorously carried out investment promotion activities.Caidian District is one of the new urban areas of Wuhan.Due to historical reasons,the economic and social development of Caidian District has been at the bottom of Wuhan since 2000 and the economic development momentum is insufficient.Under the new historical conditions,Caidian District Committee and District Government actively identified the development orientation,planned the industrial layout,and completed the top-level design.The Caidian District Investment Promotion Leading Group was established,and the preferential policies and incentive policies for investment promotion were formed.The government-led investment promotion model,which attracts investment from large employees and attracts all employees,has achieved good results in attracting investment and introduced a number of strategic emerging industries,advanced manufacturing industries and modern service industries.However,compared with other urban areas,Caidian District has a certain gap in the number of projects,project start-up rates,and leading enterprises.Through theoretical analysis and research visits,this paper systematically analyzes the status quo and achievements of the investment promotion work in Caidian District,and analyzes the problems existing in Caidian District's investment attraction.The research finds that Caidian District attracts investment.The following problems exist in the three aspects of government functions,industrial development and business environment: the government is not performing well,the system of investment promotion is imperfect,the level of specialization of the investment team is not high,the industrial structure of investment promotion is not good,and the industrial cluster is not obvious.The problem of incomplete industrial chain,optimization of business environment awareness issues,regional supporting industry issues,historical issues,and cadres' responsibility.Furthermore,based on the relevant theories of public management,this paper proposes countermeasures for three aspects of the problem of market-oriented,specialized investment promotion and strengthening the construction of local industrial chain,including: correct positioning of government economic functions,and strengthening intermediary investment.Organize and cultivate,improve the level of investment promotion for investment professionals,innovate ways of attracting investment,and attract investment,improve ideological understanding,improve services,strengthen supervision,and solve outstanding problems.In order to provide a reference for the continuous optimization of the investment promotion function of Caidian District Government,and better promote local economic development.
