China's geographical environment is complex,the ecological environment is fragile,and it is extremely affected by natural disasters.The occurrence of various types of natural disasters not only poses a serious obstacle to China's economic development,but also threatens the lives of our people.The primary task of humanitarian relief is to save the lives of the victims and protect the basic living conditions of the victims,timely and effectively complete the disaster relief work after the disaster,and save as much life as possible.The location of disaster relief distribution points after the disaster is a key issue for the smooth development of disaster relief work,and is also a key issue of concern to disaster relief organizations and research scholars.The operation of humanitarian logistics after the disaster should not only reflect the efficiency goals and efficiency goals,but also ensure the fairness of disaster relief,to better maintain social stability and avoid the expansion of disasters.From the perspective of the victims,this paper analyzes the decision-making behavior of the victims by user equilibrium theory,and uses this as a basis to study the location of the distribution site of humanitarian logistics relief materials.The specific research process is as follows:Firstly,on the basis of analyzing and summarizing the research status at home and abroad,this paper constructs a balance of the service capacity of disaster relief materials distribution points and the damage of traffic network roads based on the equilibrium state of user-balanced network flow state analogy selection of disaster relief materials distribution points.And the self-determination model of the disaster victims,paving the way for the research on the location of humanitarian logistics relief distribution points.Then,with the main goal of the unmet total demand of the victims as the main target,the total construction cost of the disaster relief material distribution point is the minimum target,and the dual-objective two-layer mixed integer programming model is constructed with the disaster-independent decision model as the lower model.The double-objective problem is transformed into a single-objective problem by epsilon constraint method.Then the FrankWolfe algorithm is used to solve the disaster-determined autonomy decision-making model,and the branch-bounding method is used to solve the two-layer optimization model.The results show that under the same construction cost budget constraints,the user equilibrium assumption can better reduce the unmet total demand of the victims compared with the recent central assumptions.Finally,considering the limited information obtained by the victims after the disaster,it is believed that the disaster victims choose the distribution points of disaster relief materials based on the perception of road travel time and demand satisfaction.On this basis,a humanitarian logistics relief distribution based on random user equilibrium is constructed.The address model compares the differences between the random user balance and the user's travel mode.The results show that as long as the actual discrete coefficient ? is not too small,the user equilibrium model can be used to approximate the random user equilibrium model.
