Research On The Auditing Evaluation Index System Of Leading Cadres' Ecological Environment

At the same time of China's rapid economic growth,the ecological environment has also been damaged to a certain extent.To this end,General Secretary Xi Jinping proposed the strategic deployment of ecological civilization construction.Eco-environmental governance is an important part of ecological civilization construction,and eco-environmental audit is one of the institutional guarantees for judging the ecological environment governance of leading cadres.As the core leadership of ecological environment governance,local leading cadres should establish a correct view of political achievements and a good sense of eco-environmental protection,and incorporate the environmental governance of leading cadres into the departure audit,which will help promote the construction of ecologically civilized cities.This article takes X City as an example.Through a large number of reading domestic and foreign literatures,combined with the laws and policies of China's ecological environment governance and summary the significance of this paper.Then theoretical analysis of the concepts of ecological environment,departure audit,audit objectives,etc.,lays the foundation for later applied research.In terms of practical application,combined with the characteristics of X city,analyze the status and existing problems of X city's ecological environment leaving the audit,design questionnaires and conduct investigations in a targeted manner,and use the analytic hierarchy process to construct the exit audit of X city leading cadres ecological environment.The evaluation index system uses the 2013-2016 X City Party Committee Secretary as the research object to apply the index system,and obtains the comprehensive score of the leader's ecological environment governance during the term of office.Finally,the conclusions of the study are drawn.Relevant policy recommendations are proposed for the departure audit of the X city ecological environment.Combined with the three major time nodes of China's development,the “three-step” strategy in line with the X city ecological environment departure audit is proposed.
