The urbanization process is accelerating,e-commerce is popularized,urban traffic is becoming more and more blocked,so logistics transportation has become the core issue of urban modernization.Road transportation not only consumes a lot of fuel,causes air pollution,but also the logistics cost is getting higher and higher,and the liquidity and reliability are getting lower and lower.In response to the above problems,the underground logistics transportation mode has arisen.In 2000,Academician Qian Qihu proposed the concept of underground logistics,and underground logistics entered China.However,the underground logistics system has big investment,high cost and long payback period,and the government is difficult to support independently.Therefore,this paper proposes the use of PPP financing mode,so as to provide strong financial support for the construction of new urban underground logistics in China.In the PPP mode,the government and local enterprise “Share benefits,Share risks,and Cooperate in the whole process”.Its main purpose is both the public and private parties share the cost,share the risks,and cooperate to complete the project,obtain the benefits.It can be seen that the capital structure(cost investment ratio)and risk ratio are the key to the success of the PPP project.Therefore,this paper takes this as an entry point,focusing on the investment and risk ratio of both parties,and researching the urban underground logistics PPP project.First of all,this paper demonstrates the necessity of underground logistics from three aspects: environment,resource and transportation.Combing and summarize the development and application status of underground logistics in the United Kingdom,the Netherlands,Germany,the United States,Japan,Switzerland and other countries,and use these as a guide to analyze the practices and development of underground logistics in China.Secondly,this paper gives a brief introduction to the theory and applications of PPP mode.Through the analysis of PPP projects,the difficulties of the PPP project are obtained,and we understand the importance of a reasonable allocation of investment and risk.Proposed to use a bi-level programming model to solve this problem and conducted a feasibility analysis.Thirdly,this paper builds a project cost model,a risk value model,and a bi-level programming model for investment and risk.Then,the theory and superiority of Plant Growth Simulation Algorithm(PGSA)are introduced.Based on PGSA,the bi-level programming model for investment and risk is expounded.And the specific steps and algorithm flowchart of PGSA to solve the bi-level programming model are given.Finally,taking Xianlin of Nanjing as an example,the specific numerical values are simulated by MATLAB,and the corresponding optimization strategies of government and local enterprise are given to provide reference for future investment and risk ratio research of urban underground logistics PPP projects.
