In the 1970s,the public sector of Western developed countries,represented by the United Kingdom,carried out a massive campaign of public sector management reform to re-establish the role of the government at the helm by separating decision-making from decision-making.Drawing on the management model of the enterprise,the market-oriented management method is introduced into the management of the public sector.The human resources management department is an important part of the public sector,and its work can participate in all the daily work of the public sector.Therefore,the functional reform of the human resources management department is also an important part of the new public management movement.As one of the most effective management methods,HR outsourcing management is widely adopted by public departments in various countries.The public sector only retains some of the functions of management by outsourcing some of its human resources functions to professional companies,and ensures the high quality of work through management outsourcing.The benefit is a reduction in the labor costs of the public sector,which has streamlined public sector agencies and saved money.During forty years of reform and opening up,China's public sectors have always played a central role in many aspects of politics,economy and society.In order to better meet the needs of development,China's public sectors are also constantly exploring the practice of human resources outsourcing management.Although related foreign academic theories are abundant,due to the short practice time of human resources outsourcing management in China,domestic research is mostly based on theoretical research.There are few theoretical results combined with the specific work practices of human resources outsourcing management in China's public sectors,which leads to the actual situation of China's public sector.There is a lack of effective theoretical guidance in the management of human resources outsourcing.Based on summarizing the basic theories and research results of human resources outsourcing management at home and abroad,this paper studies the human resources outsourcing management of Dalian Binhai Airport New City Development Office from the specific situation of Dalian Binhai Airport New City Development Office.The specific ideas are as follows:Firstly,through the literature and data review,the concepts related to human resource outsourcing management are clarified,and the relevant theories in public management are summarized and a solid theoretical foundation is laid for the research.Secondly,using the method of empirical analysis,Dalian Binhai Airport New City Development Office is a concrete example to summarize the human resources outsourcing management work of Dalian Binhai Airport New City Development Office in recent years.Through the conclusion,it was found that Dalian Binhai Airport New City Development Office realized the transformation of functions through the implementation of human resources outsourcing management,and changed from the administrative intervention mode to the current market management mode to achieve flexible and efficient organization operation.And through human resources,resource outsourcing management saves management costs and improves service quality for the development office.However,in the specific practice,the development of human resources outsourcing management still has some problems such as imperfect outsourcing management mechanism,irregular management of outsourcing personnel,training outsourcing management in the form,and mismatch of capital investment.After analyzing the possible reasons,we will draw useful experience from other public sector human resource outsourcing management practices at home and abroad,including:rational analysis of their outsourcing needs,rational formulation of outsourcing solutions,rational selection of outsourcing service providers and reasonable supervision of management outsourcing work.Finally,this paper proposes countermeasures to further improve the management of human resources outsourcing in Dalian Binhai Airport New City Development Office.It is mainly to strengthen the support of human resources outsourcing management system,transform the management concept of human resources outsourcing,improve the supporting measures of outsourcing training management,and improve the cooperation mechanism with outsourcers.I hope that the development of human resources outsourcing management can be more efficient and orderly,and provides strong support for future work.
