| Developing agriculture lays the foundation of the people’s life.The comprehensive agricultural development carried out by the state since 1988 can improve agricultural production conditions,enhance the production capacity of agricultural products,and promote agricultural modernization.However,China’s comprehensive agricultural development faces shortage of agricultural resources,low quality of cultivated land,serious pollution of agricultural environment,insufficient construction of agricultural infrastructure,and backward agricultural science and technology.Thus,the introduction of Financial support is needed which can expand the source of comprehensive agricultural development funds,optimize the fund-operating pattern of comprehensive agricultural development and promote sustainable development of comprehensive agricultural development.Based on the theory of financial development,this paper constructs a financial supporting agricultural comprehensive development index system from three aspects:financial support structure,scale and efficiency.Based on the super-efficiency DEA model and DEA-Malmquist model,this paper measures the efficiency of financial supporting agriculture comprehensive development in China from 2005 to 2017.The efficiency is divided into eight economic zones by using the Tyre index.Finally,the spatial correlation degree and spatial correlation model of China’s financial support agricultural comprehensive development efficiency are further explored through the Moran’1 index model.The empirical results are as follows:First,the overall level of China’s financial support for agricultural comprehensive development efficiency is relatively high;second,the faster the efficiency growth rate of China’s financial support for agricultural comprehensive development is,the more different the efficiency growth rate across the period;Third,the efficiency of financial support for the comprehensive agricultura development has the regional difference.The overall efficiency of China’s financial support for agricultural comprehensive development and the internal regions have shown a downward trend "from east to west,from south to north".The regional internal space transition model has the characteristics of the path dependence;Fourth,China’s financial support for agricultural comprehensive development has a developmental "growth pole",and its diffusion and backflow effects are obvious.Through the analysis of the commonality and individuality of the efficiency extreme values,it is found that the regional financial development level,the regional agricultural production environment,the "growth pole" diffusion and backflow effects and the government financial support are important factors affecting the efficiency of financial support for comprehensive agricultural development.Based on the research conclusions,the following three suggestions are proposed:first,optimize the rural financial environment and establish a sound rural financial system;second,improve the rural financial supply and the mismatch between supply and demand,and promote the efficiency of financial support for comprehensive agricultural development;third,drive the rapid and region-coordinated development by using the "growth pole" of the financial support for agricultural comprehensive development. |
