With the continuous implementation of agricultural modernization,the implementation of moderately large-scale new agricultural business entities has increasingly become the focus of government and academic circles.The key to achieving the goal of “building a well-off society in an all-round way by 2020” is that the current poor people are out of poverty as scheduled.In the process,the new agricultural business entities generally have the conditions to drive poor farmers out of poverty on the spot.At present,new types of agricultural operators,including farmers' professional cooperatives,family farms,leading agricultural enterprises,and large professional households,are at a stage of rapid development.However,new-type agricultural operators generally have problems such as small scale,low operating efficiency,irregular production,and weak risk tolerance,which makes most new-type agricultural operators difficult to effectively solve problems including financing difficulties during their development.Problems such as high risks and inadequate risk compensation mechanisms have hindered the development of a qualitative leap.The development of rural economy is closely related to finance.Financial support and encouragement help promote the growth and development of new agricultural business entities.Therefore,in order to better cultivate new agricultural business entities and promote their healthy development,we should strive to improve and optimize the new agricultural business entities.Financial support from agricultural operators.This paper first combines government documents and scholarly research results,and through comparison with traditional farmers,sums up the connotation and management characteristics of the new type of agricultural business.Secondly,it summarizes and summarizes the relevant theories related to financial support for new types of agricultural production entities,including the theory of rural financial constraints,the theory of agricultural credit subsidies,the theory of incomplete competitive markets in rural areas,and the theory of inclusive finance.Thirdly,we selected the new agricultural operation subject of Liaocheng as the research object,analyzed the financial policies and regulations,financial institution system and risk decentralization system that support its development,and analyzed farmers' cooperatives,family farms,large professional households and leading agricultural enterprises.Summarize the current development status of new agricultural business entities,and then analyze the financing supply and demand situation,so as to summarize the practical problems existing in the process of financial support for new agricultural business entities.Finally,based on the survey data of farmers in Liaocheng City,an empirical analysis is made on the impact of financial support on the cultivation of new agricultural business entities.The research results show that the general financial support provided by the government has a significant positive impact on family farms,farmer professional cooperatives,and large professional households.The impact on leading agricultural enterprises is not significant;the special financial support provided by financial institutions has a significant positive impact on family farms,leading agricultural enterprises and professional farmers' cooperatives,but has no significant impact on large professional households;the main body's own income affects four types of new types Agricultural operators have significant positive impacts.In view of this,improving and optimizing the rural financial system needs to provide differentiated financial support for different new agricultural business entities based on the heterogeneity of the new agricultural business entities.
