The Current Situation And Countermeasures Of Comprehensive Agricultural Development In Changshu City

In this dissertation,the current situation and existing problems of comprehensive agricultural development in Changshu are researched by querying a large number of literatures and interviews.The corresponding research measures are proposed according to local conditions.The main research results are as follows:1.Achievements of comprehensive agricultural development and utilization in ChangshuFrom 2011 to 2018,through the implementation of comprehensive agricultural development and utilization projects,a total of 75,700 acres of irrigated areas were improved,82,300 acres of new water-saving irrigated areas were added,and an average annual water saving of 821.87 cubic meters.The project area adds 11.435 million kilograms of high-quality grain each year,with an annual added agricultural output value of 34.124 million yuan.The average annual income of farmers increased by 247.1 yuan,which significantly increased farmers' income and improved agricultural economic benefits2.Problems arising from comprehensive agricultural development and utilization in Changshu(1)The quality and ability of the comprehensive agricultural development team are not compatible with the new situation and new requirements.(2)The foundation of the contractor is poor,and the construction difficulty increases.(3)Construction costs have increased and systemic construction needs are high.(4)The scale of some industries is not high,and overall progress is restricted.(5)The long-term management and protection mechanism is not perfect,and the management letter needs to be strengthened after construction.3.Proposed corresponding countermeasures(1)Make overall planning and highlight key points.Closely combine the construction of high-standard farmland(ponds)with the development of moderate-scale operations,the transformation of low-and medium-yield fields,the promotion of agricultural mechanization,water-saving irrigation,and ecological cycling.Based on the construction status of the city's high-standard farmland(pond)and the provincial high-standard farmland map storage results,integrate and improve the construction plan,unified construction standards,unified supervision and assessment,unified map storage,and orderly advance.(2)Continuous construction and comprehensive management.Taking into account factors such as natural conditions,the distribution of basic farmland,and the construction of modern agricultural parks(bases),the scale of farmland and ponds should be reasonably determined according to local conditions,and unified standards,continuous development,and overall advancement should be implemented.For the farmland(ponds)that were built in the early years,such as low standards,incomplete supporting facilities,and damaged facilities,as an important part of comprehensive management,we should strengthen the improvement and reconstruction.Make overall use of measures such as water conservancy,agriculture,science and technology,and forestry to implement simultaneous investment and comprehensive management to improve the overall construction level.(3)Consolidate the foundation and expand functions.Strengthen the infrastructure construction of primary production,encourage new types of business entities such as farmers cooperatives and agricultural leading enterprises,and accelerate the development of the integration of primary,secondary and tertiary industries.Support conditional towns and villages to fully consider the combination of overall promotion and key building(4)Strengthen project coordination and concentrate financial resources to create bright spots.Strengthen the overall packaging planning of large-scale agricultural parks and bases,increase the coordination efforts of the agriculture department and the agriculture-related departments,and make overall arrangements for the development,water conservancy,agricultural commissions,transportation,land,finance and other "agricultural,rural,and rural"projects.Invest in "one nuclear,three belts and multiple parks" to accelerate the formation of modern agricultural development highlights.(5)Establish a long-term mechanism to improve management efficiency.Through the establishment of a long-term management mechanism,responsibilities are implemented to individuals,improving the effectiveness of comprehensive agricultural development in Changshu,and promoting sustainable development of Changshu agriculture.
