With the continuous development of economic construction, the total amount of arable land has been decreasing, To produce more food on the land that is gradually decreasing, We need to speed up the construction of agricultural infrastructure, Therefore, high-standard farmland construction is necessary.High standard farmland to promote the whole county for a county (city), engineering coverage is wide, the project investment amount is large, In a short time, a large number of projects will change the balance of the original water system and the composition of the ecosystem in the region, Will also have a huge chain reaction to economic development and social development, so as to affect the regional sustainable development. It is of great practical significance to carry out the research on the impact of the construction of high standard farmland to the sustainable development of regional sustainable development.In this paper, the basic concepts of sustainable development and the relevant basic theory under the guidance of, in view of the characteristics of Xinyi city's high standard farmland construction, From the economic feasibility, ecological rationality, social acceptability, the carrying capacity of water resources, agricultural production conditions of the five aspects of the evaluation on the sustainable development of Xinyi city; By using frequency statistics, theoretical analysis and expert consultation method, the evaluation index system of 19 indicators of sustainable development evaluation was established; The quantitative calculation method of each index is analyzed; And uses the improved AHP method to evaluate the model, In view of the high standard farmland construction in Xinyi city before and after the changes of the various changes on the sustainable development of the comprehensive evaluation.Based on the analysis and evaluation of the high standard farmland in Xinyi city before and after the comparative study:(1)Before and after the implementation of the project, the social acceptability and the improvement of agricultural production conditions were significantly increased by 40.36% and 40.17%, respectively.(2)Ecological Rationality index after the project implementation in the project area to enhance the minimum because the project is the implementation of human ecological environment intervention more, it has beneficial aspects, to a certain extent, it will cause damage and pollution to the natural ecological environment. Project implementation process should pay attention to environmental protection and construction of pollution prevention and control.(3)The ability of sustainable development of Xinyi before and after the implementation of the project increased by 15.61%, description of the whole county to promote the construction of high standard farmland, the sustainable development ability of Xinyi city has been promoted.The construction of high standard farmland has positive and negative effects on regional sustainable development, comprehensive results show that the agricultural production conditions and social acceptability of the two aspects of the best effect of sustainability, Ecological rationality effect is not obvious, Ecological protection is most concerned about the construction of the project, reduce the negative impact. The evaluation index system and method proposed in this study basically can reflect objectively and comprehensively the impact of high standard farmland project on regional sustainable development, can provide reference for the construction of high standard farmland sustainable evaluation system.
