Drug Quality Supervision Mechanism Based On The Perspective Of Multi-player Game

The quality of drugs is related to public life and health,national economic development,social stability,and national security.It has always been one of the hot issues of the whole society.With the rapid development of the Internet and new media,the speed of drug circulation has accelerated,which not only expands the scope of harm of inferior drugs,but also increases the convenience of consumer feedback,further expanding the reputation value of enterprises and governments.However,the frequent occurrence of drug safety incidents in recent years has drawn great attention from the Party Central Committee and the State Council.Drug quality supervision policies have been continuously reformed and improved,but there are still many problems,such as incomplete laws or regulations,insufficient professionalism of supervisors,weak quality management of pharmaceutical companies,illegal profit-making by service agencies,low public participation.Therefore,from the perspective of multi-party game,this paper analyzes the game relationship between multiple stakeholders,and studies the drug quality supervision mechanism in various situationsFirstly,considering the quality input strategy of each main body of the drug supply chain under the government's hierarchical supervision,this paper constructs a multi-level static game model of mixed strategy in the whole process with the participation of government supervision departments,drug raw material suppliers,drug manufacturers,drug retailers and consumers,and analyzes the Nash equilibrium of each participant's strategy selection in the drug supply chain The results show that:the government should increase the degree of strict supervision to the bodies of supply chain from the whole process of drug circulation;increasing reporting rewards,reducing reporting costs,and increasing fines will help all parties actively adopt quality investment strategies;the income information of upstream participants in the drug supply chain has an important impact on the strategic choice of the government and downstream participants;properly setting fines for all parties can help improve the effectiveness of supervision.Secondly,Considering the collusion of medical service agencies and pharmaceutical enterprises in the management of inferior drugs,and introducing the patient feedback mechanism,this paper constructs an evolutionary game model with the participation of government regulators,pharmaceutical enterprises and medical service agencies,analyzes the evolutionary stability process and results of each subject's strategy selection,and analyzes the influence mechanism of each factor on the game strategy selection.And the stability of equilibrium point is further studied by using Jacobian matrix and Lyapunov first rule.The results show that:enhancing patient feedback can accelerate the evolution speed of the stable choice of legal strategy for pharmaceutical enterprises and medical service agencies;the improvement of patients' complaint rate can effectively curb collusion and promote the stable improvement of drug quality;the reduction of government's strict supervision cost can improve the level of strict supervision and slow down the speed of evolution to loose supervision in the evolution process;the government's fine to drug enterprises must be large enough to avoid collusion.Thirdly,under the background of "Internet+medical care",taking into account the phenomenon of patient's distorted evaluation in the patient feedback mechanism,this paper build a quartet evolutionary game model of government regulation,drug manufacturers,medical providers and patients involved in the drug quality supervision.By analyzing the stability of the main players' strategy choices and analyzing the stability of the sixteen kinds of equilibrium points of the replication dynamic system based on Lyapunov first rule,the government supervision strategy and patient feedback mechanism to promote the production of high-quality medicines by drug manufacturers were studied.The results show that:the more likely patients were to have a distorted evaluation or a lower complaint rate,the more likely medical e-commerce companies are to choose not to test the quality of drugs,which is not conducive to the quality and safety of drugs on the Internet;under the evaluation of patient distortion,there is no stable strategy combination for drug manufacturers to provide high-quality drugs,and the effective feedback mechanism and supervision mechanism under real evaluation can make the quality of Internet drugs stable;improving the reputation added or reputation loss brought by patients' evaluation for pharmaceutical e-commerce companies and pharmaceutical manufacturers will make manufacturers choose to provide high-quality drugs as a stable strategy;reducing the rate of distorted comment of patients and increasing the behavior of complaining to defend rights both can enhance the stability of drug manufacturers in providing high-quality drugs.Fourthly,Combining interviews and surveys,the drug quality supervision strategy and the influence mechanism of the game players are simulated and analyzed,using Matlab 2017b software,under the scenarios of the government's hierarchical supervision,collusive behavior and patient feedback,"Internet+medical health".And the key factors,such as the amount of government fines,the rate of patients' complaints,the increase of reputation value of pharmaceutical enterprises,the loss of reputation of pharmaceutical enterprises,and the probability of patients' distortion evaluation,are simulated and analyzed,these analyses verify the validity of the model analysis and show the analysis conclusion visuallyFinally,according to the conclusion of multi-party game analysis and numerical simulation analysis in the above three cases,the influencing factors that affect the choice of game subject strategy and the measures to improve the stability of drug quality are summarized.From the perspective of the whole process of drug supply chain,patient feedback mechanism,medical service institutions,medical e-commerce and other aspects,this paper puts forward relevant countermeasures and suggestions for improving the drug quality supervision mechanism,and enriches the research content of the drug quality supervision mechanism.
