In recent years,with the global warming,the risk of agricultural catastrophe has become more and more prominent,economic loss and social impact gradually climbed,and the normal production and life of farmers were impacted.Catastrophe compensation system needs to be established,therefore,agricultural insurance has become the focus of attention.Through the joint efforts of various parties in recent years,China has formed a multisectoral disaster management system,But at the same time,with the scalization and specialization of agricultural production,some new agricultural business entities have a higher demand for catastrophe risk dispersion mechanism.In this context,the establishment of an effective insurance catastrophe compensation system,according to the characteristics of heterogeneous farmers,has a certain urgency and necessity.Jiangsu is one of the most developed provinces in the national economic development level and the insurance market,since 2007,it has established a catastrophe insurance dispersion mechanism,and has achieved some results.Therefore,this paper,based on the existing literature,takes Jiangsu province "joint co-insurance" model as the research object,uses the field investigation of farming and aquaculture farmers to inquire the following questions:what is the policy effect of the current catastrophe of agricultural insurance?Is there any difference between small farmers and new agricultural operators?If so,what could be the reason for the difference?Answering the above questions is helpful for us to adapt to the requirements of agricultural Modernization exhibition,and to establish a catastrophe risk dispersion mechanism to meet the needs of many types of farmers.The main contents of this paper include the following aspects:explain the background and research significance of agricultural insurance,finishing the domestic and foreign literatures and an analysis of "joint co-maintenance" mode of insurance catastrophe claims operating mechanism.Secondly,according to the field research data,using the fuzzy comprehensive evaluation method to evaluate and analyze the effect of households'catastrophe claims,and get the advantages and disadvantages of the catastrophe claims.Then,using the Tobit model to analyze the influencing factors from the insurance company,the government,the peasant household tripartite angle.Finally,based on the empirical conclusion,this paper proposes some suggestions for improving the operation mechanism of catastrophe claims.The paper draws the following conclusions:(1)Overall,Subject to the complexity of the object of insurance,insurance solvency and other factors,china's agricultural insurance catastrophe claims policy mechanism still has a lot to improve the space.The effect evaluation of catastrophe compensation policy of aquaculture insurance is higher than that of planting industry insurance.(2)There are significant differences in the effect evaluation of insurance catastrophe claims by heterogeneous farmers.The evaluation of the effect of the new agricultural management on the insurance catastrophe claims is lower than that of the small farmers,and the new agricultural management subjects are higher than the small farmers.(3)In terms of influencing factors,the effect of crop insurance catastrophe claim policy is mainly influenced by 7 variables:agricultural production importance,operating area,guarantee level,product type,dot distance and disaster frequency.The effect of catastrophe claim policy is mainly influenced by 7 variables:agricultural production importance,fixed assets,propaganda frequency of disaster prevention,central finance,The influence of of local finance,guarantee level and product category.
