Since 2000,Africa has shown unprecedented development potential.Many countries including China and the United States have enhanced economic participation in Africa.Trade and investment,as the main forms of economic and trade cooperation with Africa for both China and the United States,have gradually played a major role in the two countries'economic activities in Africa.The importance of economic and trade policies towards Africa has become increasingly prominent for either country.As two powers in the world today,China and the United States' economic and trade policies towards Africa not only have important influence on Africa,but also affect the formulation of other countries' policies or strategies on Africa.In addition,the economic and trade policies of these two countries towards Africa also have an important impact on each other.Exploring the similarities and differences between the two countries' economic and trade policies towards Africa and the motivations behind them helps to better understand the economic and trade cooperation and economic relations between the two countries and Africa.It also helps to predict the trend of the two countries' economic and trade policies towards Africa and thus provide reference for China.The thesis analyzes the development of trade and investment between the two countries and Africa,and studies their maj or trade and investment policies towards Africa since 2000.As to China,the thesis takes the Forum on China-Africa Cooperation as the framework for analyzing.As to the United States,the thesis studies African Growth and Opportunity Act,Trade Africa,Power Africa,The Trump Administration's New Africa Strategy,etc.On this basis,the similarities and differences between the two countries' economic and trade policies towards Africa are compared,and the economic,political and security factors behind are further explored.Emphasis on mutually beneficial,encouraging the expansion of trade and investment,promoting trade and investment facilitation,developing more targeted policies and carrying out exchange and cooperation mechanism construction are some of the similarities.And the differences are reflected in the attention paid to the structure and quality of trade,the positioning of investment policies,the scope of policy objects and the innovation in policies.China does not attach any political conditions to its economic and trade policies towards Africa.While attaching political conditions is an important feature of U.S.economic and trade policies towards Africa.Both China and the United States have economic,political and security considerations in their economic and trade policies towards Africa.China's economic and trade policies towards Africa are mainly driven by the pursuit of economic interests and the goal of common development of China and Africa.While U.S.economic and trade policies towards Africa are mainly driven by the pursuit of political and security interests.Despite the inevitable competition between China and the United States in economic and trade activities in Africa,the existence of common interests makes it possible for the two countries to coordinate and cooperate.
