In the past two decades,China's real estate industry has seen an excessive increase in investment and a rapid rise in housing prices,which has stimulated the investment desire of consumers at different levels in different regions,and even led to blind investment.In recent years,the prosperity index of China's real estate industry has been declining year by year.The report of the government introducing the purchase restriction policy and promoting the construction of affordable housing shows that the housing price may be reduced in the future.As an important part of China's market economic system,the real estate industry has a long development cycle and a large amount of capital input.Enterprises need to face a long period of uncertain risks,and the security of capital becomes the key to the survival of enterprises.Strategy is the core of enterprise development,any enterprise activities can not be separated from the guidance of strategy.Without strategic guidance,the budget management system can only be limited to the short-term business indicators of the enterprise,and ignore the long-term development of the enterprise.The budget management is closely around the strategic target,and the perfect budget control structure is the guarantee to achieve the strategic target of enterprise management.Budgeting,execution and control,assessment and incentive are the key to achieve long-term strategic goals.However,the managers of some real estate enterprises lack of attention to the strategic orientation of budget management,the internal budget organization of enterprises is chaotic,and the division of responsibilities is not clear,leading to the risk that enterprises may withdraw from the market.Therefore,the strategic research of real estate development has become an important topic of corporate strategic research.HT Real estate Co.,Ltd.is a small and medium-sized real estate company in Zhengzhou.In order to gain competitive advantage in the severe market competition,it has to optimize its budget management system to enhance its core competitiveness.HT based on the real estate company as an example,through field investigation found the company's organizational structure design,budget,budget implementation and other links are insufficient,based on the analysis of existing problems,combining with the strategic management theory,through the map HT company strategy,using the balanced scorecard decomposition in different dimensions of HT company strategic target,optimization strategy oriented comprehensive budget management system.HT company should set budget target reasonably on the premise of strategic development;To improve the budget management departments and establish a budget management committee;The balanced scorecard was used as a bridge to improve the assessment system of HT Company.To solve the problems of HT company,such as separation of strategy from budget,inconsistency between budget result and target,imperfect budget management control and assessment system,etc.
