Research On The Efficiency Of Agricultural Land Circulation Based On The Principle Of Capital Competition Neutrality

Agricultural land circulation is a current hot issue.With the continuous establishment of the agricultural land circulation market and the continuous promotion of agricultural land circulation,the improvement of agricultural land circulation efficiency has also become an important issue.In my country's 2018 Central Document No.1,it proposed that the capital should go to the countryside to allow powerful enterprises to participate in the transfer of agricultural land to achieve rural revitalization.Therefore,this paper carried out a study on the efficiency of agricultural land transfer based on the principle of capital competition neutrality.This article first sorts out and analyzes the domestic and foreign research status of competition neutrality and farmland transfer.On the basis of defining the connotation,characteristics and application scope of the competition neutrality principle,it clarifies the connotation,characteristics and application scope of the capital competition neutrality principle.The necessity of implementing the principle of capital competition neutrality is analyzed,the connotation of the efficiency of agricultural land circulation is defined,the relevant theories are combed,and theoretic support is provided for this research.Secondly,it analyzes the mode of agricultural land circulation under the principle of capital competition neutrality.On this basis,the effect of the principle of capital competition neutrality on agricultural land transfer efficiency was theoretically studied.Furthermore,the status quo of my country's agricultural land transfer efficiency is analyzed,and the global entropy value method is used to measure the agricultural land transfer efficiency of my country's 30provinces(excluding Tibet)from 2008 to 2017.And through the selection of 30 provinces in my country(excluding Tibet)from 2008 to 2017 related data from an empirical perspective to explore the impact of various types of capital on the efficiency of agricultural land transfer.In view of the above discussion,it has combed the current problems in the process of establishing and improving the capital competition neutrality system in my country and adhering to the principle of capital competition neutrality to promote the improvement of the efficiency of agricultural land transfer,and put forward corresponding countermeasures.Finally,this article summarizes and prospects.The research found that:First,overall,from 2008 to 2017,the efficiency of agriculturalland transfer in various provinces in my country is on the rise,but the efficiency of agricultural land transfer in various regions varies greatly and is unstable,the efficiency of agricultural land circulation is low.Second,from a national perspective,private capital and state-owned capital have a significant positive impact on the efficiency of agricultural land transfer,while foreign capital has a significant negative impact on the efficiency of agricultural land transfer;By region,private capital,state-owned capital,and foreign capital have different effects on the efficiency of agricultural land transfer in the east,middle,and west of my country.Third,through contribution analysis,it is found that state-owned capital contributes more to the improvement of agricultural land transfer efficiency than private capital.However,private capital in the eastern region has a significant positive impact on the efficiency of agricultural land transfer,while state-owned capital has a significant negative impact on the efficiency of agricultural land transfer.Therefore,it is concluded that both state-owned capital and private capital have a positive effect on the improvement of the efficiency of agricultural land transfer.China should further establish and improve the capital competition neutral system,adhere to the principle of capital competition neutrality,create a fair market environment for the competition of different capitals,and make private capital plays a role in promoting the efficiency of agricultural land transfer,and through the different capitals participating in agricultural land transfer,the efficiency of agricultural land transfer can be further improved.
