Research On The Tracking Aduit Avaluation Of Targeted Poverty Alleviation Of Policy In M County

The Fifth Plenary Session of the 18 th CPC Central Committee put forward the general plan of "implementing poverty alleviation project,implementing poverty alleviation and targeted poverty alleviation".The meeting pointed out that in 2010,the goal of "achieving comprehensive poverty alleviation for the rural poor under our current standards,lifting all the hats of the poor counties,and solving the regional overall poverty" was achieved.At this stage,although China's targeted poverty alleviation work has entered the decisive stage,the targeted poverty alleviation policy system has been developed and improved,and the targeted poverty alleviation work has achieved remarkable results,but there are some problems in tracking and auditing the implementation of the targeted poverty alleviation policy,affecting the implementation effect of the targeted poverty alleviation policy.In order to ensure the implementation of the national targeted Poverty Alleviation Policies and measures,the National Audit Office should take the responsibility of tracking audit,supervise the implementation of the targeted Poverty Alleviation Policies,the effective implementation of poverty alleviation projects and the safe use of poverty alleviation funds,build the tracking audit index system for the implementation of the targeted Poverty Alleviation Policies,and conduct quantitative analysis on theimplementation of the policies.However,due to the relatively late implementation of the targeted poverty alleviation policy in China,there is no complete set of evaluation index system,which is not conducive to the audit evaluation.Therefore,it is urgent to build a tracking audit index system for the implementation of targeted Poverty Alleviation Policies.At first,this thesis summarizes the research results of domestic and foreign scholars on poverty theory,tracking audit and tracking audit on the implementation of targeted Poverty Alleviation Policies.Secondly,it defines the concept of targeted poverty alleviation,targeted Poverty Alleviation Policies and targeted Poverty Alleviation Policies tracking audit and sorts out the relevant theoretical basis.Then it analyzes the current situation of tracking audit evaluation of targeted Poverty Alleviation Policies in M county and the problems faced by audit evaluation Question.Based on these situations,a set of tracking audit evaluation standards for targeted Poverty Alleviation Policies is designed based on Kaufman comprehensive evaluation model.Taking "policy formulation,policy implementation and policy impact" as the audit evaluation dimension,a tracking audit evaluation index system for targeted poverty alleviation policy implementation,which combines qualitative and quantitative evaluation,is constructed,It includes 31 specific indexes in three levels,and uses the greycomprehensive fuzzy evaluation method to determine the weight of each index.Finally,the implementation of the targeted poverty alleviation policy in M county is comprehensively evaluated,and the conclusion of good implementation status is obtained and suggestions are put forward to prove the scientificity and applicability of the index system.
