Problems And Countermeasures Of PPP Model Promotion In Zhejiang Province

Since 2014,Zhejiang Province,as the leader of the national economic development,has been brave in exploring and practicing in the PPP mode promotion.It has gone through the process of extensive promotion,strict control and gradual standardization in turn,and gradually formed a PPP mode promotion and supervision system in line with the actual situation of Zhejiang's economy,finance,debt control and so on.However,under the game of all parties involved in PPP,it is inevitable that some difficulties will arise in reconciliation The problems and difficulties of PPP have caused a lot of troubles to the sustainable and healthy development of PPP in all cities in the province.I have participated in PPP work for many years,adhering to the principle of "from work to work",and based on the reality that PPP mode has entered the "standardization stage",I have carried out discussion and Research on the problems existing in the process of promoting PPP mode in Zhejiang Province,in order to provide some help and guidance for the sustainable,healthy and standardized development of PPP mode in Zhejiang Province.In this study,focusing on the background,current situation and cases of this round of PPP model promotion in Zhejiang Province,the new public management theory,government failure theory and public goods theory closely related to public management are selected as theoretical tools to determine the analysis framework of PPP legislation,regulatory system,transaction structure and access environment in four aspects,using literature research,case analysis and induction This paper focuses on the analysis of the problems and causes of the poor connection between the promotion policies and other relevant policies,the insufficient or excessive supervision,the mismatch between the financial capacity and the responsibility of government expenditure,and the low enthusiasm of private social capital to participate in PPP projects.This paper holds that if Zhejiang province wants to go further and better in the promotion of PPP mode,it needs to further improve and strengthen in improving the laws and regulations of PPP mode,refining the supervision system of PPP mode,reasonably controlling the responsibility of government expenditure and creating a friendly environment for private capital.The innovation of this paper may lie in the combination of macro policy and micro operation,which is supported by PPP projects and relevant data implemented in Zhejiang Province.In the process of policy implementation,problems and cruxes in PPP operation are found to make it more targeted.In the study of countermeasures,it tends to conduct comprehensive analysis from the perspectives of government and social capital respectively,and pay attention to the balance between the two parties involved,so as to better serve the implementation of PPP project.
