Research On The Performance Appraisal Model Of State Enterprise Based On Function Division

State-owned enterprises(SOEs)as a leading role to the development of our country national economy.its operating conditions and the level of development that is directly related to the strength of country's overall economic and the economic security.Due to the dual functions of SOEs,that's profitable function and colonial function,therefore,the performance evaluation model of SOEs must take into account the two functions.However,the traditional performance evaluation model with financial indicators as the main focus primarily reflects the profitability of SOEs,it weakened or even ignored colonial function.In view of above,It is undoubtedly that design the performance evaluation system which conforms the nature of the dual functions of SOEs,improve the level of management and supervision of SOEs by dual functions fulfillment has the extremely vital significance.Through the theoretical construction and empirical research method,this thesis discusses the problem of efficiency of performance appraisal of SOEs from the angle of dual functions.First of all,the article systematically combed the theory about the internal relation of SOEs between the nature of functions and the performance appraisal.Then on the basic properties of colonial function of SOEs to optimize the performance evaluation system,then to analyze from the performance evaluation system of SOEs to do the corresponding empirical research,The last is presented that combined the corresponding empirical analysis and based on the function of evaluation model improvement of SOEs financial systemic countermeasures and suggestions.Through the above research,this thesis draws the following conclusion.Failed to fully reflect the colonial function fulfillment of SOEs in the current performance evaluation system;Only increase SOEs performance evaluation indicators of colonial function,can reflect the real scientific and reasonable performance of SOEs;Colnial functional performance of the system should include,Social responsibility,National policy,Environmental protection,National security and so on.
