| Public-Private Partnership(referred to as PPP in this paper)is essentially the cooperation between the government and social capital to provide public goods and services.At present,the primary purpose of the Chinese government to vigorously facilitate this model is to better establish and stimulate the modernization of the governance system and capacity of socialist countries,and promote the transformation of government functions.In recent years,the cooperation and governance model of government and social capital participation in the field of public projects in our country has grown stronger,and the issue of low subjective involvement of social capital in general can't be ignored.Objective factors in many aspects have a certain impact on the long-term investment decision-making process.It is particularly important to study how to improve its participation initiative from the perspective of social capital behavior decision.Therefore,under the precondition of meeting the minimum investment return expectations of social capital and the same returns,the research focus of this paper is to identify and analyse the key factors affecting the participation of social capital in PPP projects,so as to understand the attitude and decision-making intention of Gansu Province's social capital participating in PPP projects.By collecting and sorting out literature related to the Theory of Planned Behavior at home and abroad,expert consultation,and field surveys,based on the framework of the Theory of Planned Behavior,the government influence is introduced as a new latent variable,and a hypothetical analysis model of the influencing mechanism of social capital participation behavior intention in PPP projects in Gansu Province is constructed,explain and predict the decision-making behavior of the social capital subject of the PPP project.With reference to the mature scales in related fields at home and abroad,this paper summarizes the basic research of TPB in this article on the latent variables subjective norms,behavior attitudes,perceptual behavior control,participation behavior intention,and the government influence is introduced to constitute five dimensions and 27 measurement items to establish the initial scale,the valid data of the small-scale pre-test uses SPSS20.0 to identify the item discrimination and structural validity,and the unreasonable items are removed to form a formal scale.In the empirical analysis part,based on statistical analysis of the formal survey data,a structural equation model was established with AMOS21.0 to verify the research hypothesis proposed earlier.The conclusions are as follows:(1)Gansu Province social capital's behavioral attitude,subjective norms,perceived behavior control,and government influence on participating in PPP projects all positively affect its participation intention,and government influence is dominant.(2)Subjective norms can directly affect the intention of participation and can also affect the intention of behavior by changing behavior attitudes.Partial mediating effects of behavior attitudes between the two variables are verified.(3)A one-way ANOVA analysis of variance was used to conclude that the assumption that there are significant differences in the impact of various variables,such as job title,enterprise size,and length of participation in PPP projects,on different latent variables was partially confirmed.But assumption that there are significant differences in the effects of various working years and business categories on various variables has not been confirmed.(4)Finally,based on the research results,the behavioral intention of Gansu Province's social capital to participate in PPP projects is discussed in depth.Identify the main factors restricting their willingness to participate,and from the perspective of government policies,the actual PPP projects itself,and the objective external environment,effectively improve the subjective willingness to participate in social capital and propose countermeasures. |
