Research On The Development Of County-level Leading Industries From The Perspective Of Main Function Zones

County economy is an important foundation of China's economy.In recent years,the heterogeneity of development conditions and the convergence of industrial development in the county lead to the problems of repeated investment and vicious competition.The main function area strategy provides a clear and feasible development idea for the county economy.Therefore,we should change the big and comprehensive development thinking,cultivate differentiated leading industries according to the comparative advantages of each region,and promote the development of county main functional areas.Regional leading industry is the industrialization of regional comparative advantage and the realization path of regional main function.Based on the heterogeneity and fragmentation of the development conditions in the county,taking Qufu City as an example and taking the main functional area as a perspective,this paper studies the development of the leading industries in the county,which is of great significance to refine the main functional areas,strengthen the main functions,enrich the content of the revitalization of rural industries,and promote the coordinated development of the county economy.According to the general idea of "theoretical basis function basis industry selection industry effect policy suggestion",this paper studies the development of county leading industry.Firstly,it defines the meaning of leading industry and main functional area scientifically,expounds the relevant theories,studies the relationship between leading industry and main functional area,and lays the theoretical foundation for this study;secondly,it studies the content of related functional area planning and the functional location of various areas in Qufu City,which serves as the functional basis for the analysis of leading industry in Qufu City.The research shows that the main function of Qufu City should be the provision of industrial products and service products,the main function of Qufu City should be the provision of agricultural products and ecological products,the main function of Qufu City should be the provision of industrial products and service products,the main function of Qufu City should be the provision of agricultural products and ecological products,the main function of Qufu City should be the provision of industrial products and service products,the main function of Qufu City should be the provision of agricultural products and ecological products Demand and other aspects of the analysis of the actual conditions of Qufu City's leading industry selection,it is believed that Qufu City should cultivate a leading industry with outstanding comparative advantages,significant main functions,and the overall characteristics of "industry + ecology /Green + tourism + culture";fourthly,using location quotient and other methods to study the effect of leading industry development,Qufu City's agriculture basically shows a steady and rising trend,in which planting The industry is the most important,but the overall leading position of the industry is not prominent,and there is no industrial leading industry category with obvious advantages.The service industry is a department with high level of specialization.Fifthly,study the problems and reasons for the development of the leading industry,and think that it is not conducive to highlight the main function to determine the main functional area in the town and street area,and the change of the leading industry is not conducive to the real formation of the leading industry The homogenization of leading industries is not conducive to the realization of industrial development.The reasons lie in the "advantages" and "disadvantages" of determining the main functional area with the town and street jurisdiction,the deviation and solidification of the understanding of "taking economic construction as the center",the urbanization and industrialization orientation of economic management authority and resource allocation,and the contradiction between the positive externality and economic function of the leading industries in the restricted functional areas The policy suggestions for promoting the development of county leading industries are put forward in the following aspects: Division and integration of functional areas,adjustment and industrialization of leading industries,construction of investment attraction mechanism,government investment and guidance,and establishment of government performance appraisal system.
