A Case Study On The Restructuring And Integration Of Urban Investment Enterprises In L City Under The Government's Leadership

After China's economic development has entered a new normal,the mode of urban construction urgently needs to be transformed from extension to connotation.Through supply-side structural reform in the field of urban construction,we should improve the total factor productivity,expand the effective supply of urban public services and improve the mode of development.In this context,as the important institutions of urban construction investment and financing,urban investment enterprises need to adjust accordingly.With the development of the two urban investment enterprises in L city for many years,they have accumulated rich experience and abundant resources,but also have encountered many problems and challenges: the production capacity of urban investment industry is unbalanced and insufficient,the competition is intensifying day by day,and the enterprises have their own imperfect management mechanism,the supply of products and services can not meet the needs of citizens and other issues.In the reform wave of state-owned enterprises and the need to expand effective supply of public services in L city,the municipal government in L city decided to implement the reorganization and integration strategy for the two urban investment enterprises in April 2016,and became the pioneer of the reorganization and integration strategy for the urban investment enterprises under the background of supply-side structural reform.This paper takes the restructuring and integration strategy implemented by the urban investment enterprises in L city as a case study,deeply analyses the internal and external environment of the two enterprises before restructuring,expounds the preparations,scheme design and implementation process of restructuring and integration.It systematically analyses the effect in the five priority of supply-side structural reform,as well as the results of resource allocation,resolving inventory,strengthening main industries,reducing costs and optimizing products,and so on.It reveals the unsolved or new problems in the process of strategy implementation,and puts forward the following suggestions: focusing on the reconstruction of enterprise culture and the integration of employees,rational centralization of parent company while appropriate decentralization of subsidiary company,establishing more suitable mechanism for project management and assessment for business collaboration,introducing social capital,post-evaluation of integration effect and strategic revision,keeping smooth transition after the old shell for financing of enterprise be cancelled,which have formed the whole process research.This paper summarizes distinctive experiences of the strategy,that is,to put forward the reorganization mode which is formation of a new company after merger while leaving behind old shell for financing,to put forward the mode under government's leadership which is thesmall firms merging large firms,and to reveal the necessity of government-led,personnel stability and capital liquidity stability,as well as the importance of integration after the reorganization.On this basis,the paper concludes that the implementation of reorganization and integration strategy under the guidance of the government should choose appropriate mode,accurately select the enterprise who presiding over the implementation strategy,and rationally grasp the pace of reorganization and integration.It is concluded that the reorganization and integration of urban investment enterprises can promote supply-side structural reform of the urban construction sector and helping enterprises to develop better.This paper enriches the research on supply-side structural reform in the field of urban construction and urban investment enterprise reform,and creatively puts forward some new modes of reorganization and integration under the guidance of the government,which has certain theoretical significance.This paper also points out how to make use of reorganization and integration strategy to achieve sustainable existence and high quality development.It can provide practical reference of the reorganization and integration strategy for other cities and urban investment enterprises to promote the high-quality development through the research.
