According to the traditional Public Goods Theory,the government is the only efficient way to supply public goods,which can avoid the "Tragedy of the Commons" and "Free Rider" of public goods supply.The division of pure public goods and quasi-public goods by Buchanan and other scholars provides a theoretical opportunity for the feasibility of private provision of public goods.The phenomenon of British lighthouse and "Failure" of the government supply in reality makes people think more about the necessity of private participation in the supply of public goods.With the increase of car ownership in China and the development of Sharing Economy,Shared Parking has entered the public view in order to solve the problem of "parking difficulty".The Shared parking space serves the public,and it is competitive and non-exclusive,so it can be regarded as a quasi-public product.Shared parking spaces play an important role in alleviating urban congestion and improving the quality of public travel.The enthusiasm of private participation in parking space supply is generally not high.The influencing factors of private supply of shared parking spaces can be used to construct a cost-benefit index system under the framework of cost-benefit analysis.The analytic hierarchy process is used to quantify and calculate the influence weight value of each index on private supply,so as to judge the characteristics of factors affecting private parking space supply,and summarize the characteristics and deviations of private supply.In this way,it provides a perfect strategy for the government to correct the deviation and improve the enthusiasm of private participation in the supply of Shared parking Spaces.In the context of contemporary supply-side structural reform,it is of great significance to promote the development of quasi-public goods private supply and stimulate the vitality of market entities.Based on the cost-benefit analysis method to study the private supply of Shared parking Spaces,this thesis mainly addresses the following questions:(1)what is the adaptability of the cost-benefit analysis method in the private supply of Shared parking Spaces?(2)what are the cost factors and benefit factors that affect the private supply of Shared parking Spaces?How to construct the cost-benefit index system?(3)how to quantify the cost-benefit index and obtain the influence weight of different cost and benefit factors on private supply?(4)what are the characteristics of private supply of Shared parking Spaces?What kind of bias is there?(5)how can the government correct the deviation to promote the enthusiasm of private participation in the supply of Shared parking Spaces?In order to solve the above problems,this thesis combed the domestic and foreign research literature on the development of quasi-public goods private supply and Shared parking theory,and made an in-depth understanding of the concepts and theories related to public goods,Shared parking Spaces,public goods supply efficiency,and cost-benefit analysis.Based on the development of Shared parking at home and abroad,this paper summarizes the dilemma of private supply of Shared parking Spaces in China.The main cost factors and benefit factors affecting the private supply of Shared parking Spaces are analyzed systematically,and the cost-benefit index system of private supply of Shared parking Spaces is constructed.Then,according to the general steps of analytic hierarchy process,the hierarchical structure model of cost-benefit index is established,and the weight value of each index in the criterion layer is calculated and tested once.According to the weight value of consistency test,it can be seen that the impact of the cost index on the private supply of Shared parking Spaces is,the risk cost is>,the management cost is>,the environmental cost is>,the capital cost is>,and the impact of the benefit index is,the economic benefit is>,the industrial benefit is>,the social benefit is>.The government needs to take measures to correct the deviation caused by private people pursuing the maximization of their own interests and ignoring the social interests in the supply of Shared parking Spaces.Considering from the perspective of the third-party platform and the government,the paper puts forward the corresponding improvement strategy based on the weight characteristics of the cost-benefit index of private supply of Shared parking Spaces.The platform needs to improve the protocol specification and establish the security mechanism to reduce the risk cost of private suppliers.Reasonable distribution of benefits and harvests,mobilize the enthusiasm of the subject to ensure its economic benefits;Develop intelligent parking technology and open the era of "Internet+Shared parking"to reduce its management cost.The government needs to create a good policy environment and support industrial development to reduce the risk cost of private suppliers and improve industrial benefits.Speed up the establishment of relevant legal system,improve the supervision mechanism to reduce the cost of capital,improve economic efficiency;Publicizing the social benefits of Shared parking Spaces and enhancing citizen participation to increase the social benefits of private supply of Shared parking Spaces;Improve the parking infrastructure and reduce the pressure on managers to reduce their management costs.
