Effect Of Mandatory Traceability Policy On Infant Formula Milk Powder

Infant formula milk powder is one of the important foods in the growth process of infants and young children.The quality and safety of infant formula milk powder is related to the life safety of infants and young children.In particular,the asymmetry of information between infant formula milk powder companies and consumers has further exacerbated the crisis of trust.The mandatory traceability policy of infant formula milk powder requires companies to achieve traceability of infant formula milk powder and record production and sales information for the record to reduce the information asymmetry between infant formula milk powder companies and consumers has made domestic consumers regain confidence in domestic infant formula milk powder.Based on the introduction and implementation of the mandatory traceability policy for infant formula milk powder in China,this paper analyzes the effects of the mandatory traceability policy for infant formula milk powder,and proposes countermeasures to improve the policy effect.This article first analyzes the development of the infant formula industry and the implementation of the mandatory traceability policy for infant formula.Then,on the basis of relevant data on the trade,industry and quality and safety of infant formula milk powder,a descriptive analysis was made on the effect of the mandatory traceability policy of infant formula milk powder.The analysis results show that the implementation of the mandatory traceability policy has promoted the increase in the concentration of infant formula milk powder industry;reduced the quality and safety accidents of infant formula milk powder in China,and improved the quality and safety level of infant formula milk powder in China;The level of consumer confidence in domestic infant formula milk powder;the export of infant formula milk powder in China was stimulated by a small amount,but the impact on the trade deficit was not obvious.Using a system dynamics model,this article hasperformed a dynamic simulation of the effect of mandatory traceability policy for infant formula.The dynamic simulation results show that the mandatory traceability policy for infant formula milk powder has obvious effects,the milk powder quality and safety level has increased,the industry concentration has increased,and consumers’ preference for domestic milk powder has increased;improving the information entry standard level has improved milk powder quality and safety level It can obviously promote consumers ’preference for domestic milk powder;and through subsidies,reducing the cost of enterprises’ investment in traceability systems cannot achieve the effect of improving the quality and safety level of milk powder and the level of comprehensive production;The degree of policy perfection,policy flexibility,and consumer trust in the traceability system are all positively related to the implementation efficiency of the mandatory traceability policy.Finally,this article proposes five steps to improve the entry level of traceability information,guide supply chain participants to actively participate in the construction of traceability systems,increase the level of consumer trust in traceability systems,maintain the policy flexibility of mandatory traceability systems,and strengthen effective supervision of traceability systems Measures were taken to enhance the effect of the mandatory traceability policy for infant formula.
