Research On The Construction Of Performance Evaluation Index System Of Major Science And Technology Special Funds Of H City Finance

In recent years,with the development of the market economy in China getting better and better and the steady growth of the comprehensive national strength,the support of regional governments to scientific and technological innovation is constantly increasing,and the scale of investment in this aspect is also constantly increasing,resulting in an increasing number of special funds for major scientific and technological projects in the finance of H city.Due to the increasing attention,we can find that the construction of the performance evaluation index system of major financial science and technology projects in H city is of great significance for improving efficiency and optimizing resource allocation.In this paper,the author firstly reviewed the relevant data about the performance evaluation of financial science and technology investment projects at home and abroad and summarized the research,from which it was found that similar research in foreign countries started earlier,and the application of theories and methods was more mature,which provided certain theoretical support.And domestic related research started relatively late,as the country's emphasis on fiscal expenditure on science and technology level,more and more experts and scholars have conducted research,but in the macroscopic and theoretical level,based on the characteristics of major s&t project performance evaluation system to construct study is less,practical work level of research is still less.To this end,this paper combines the actual situation and characteristics of major financial science and technology projects in H city,analyzes the completion of performance evaluation of major financial science and technology special fund projects in 2017 and 2018,and conducts research on the construction of indicator system for such projects.In establishing the concept and theory,on the basis of this finance major s&t projects now in H city implementation present situation analysis,discovered the administrative department of the power and responsibility is not clear,funds allocated to slow acceptance process,performance evaluation system is not sound,not in time management is not standard,the lack of a more professional technical support and technical resources sharing plan.To solve these problems,combining with the relevant project management standards and municipality level H cities practice,put forward a sound major s&t special funds long-term supervision mechanism,the standard policy supporting measures to establish a diversified investment,build a suitable performance evaluation index system,pay attention to the performance evaluation work to implement the whole process of management,establish and improve the major scientific and technological achievements transformation mechanism and so on.In particular,in the aspect of the establishment and design of the performance evaluation index system,the site investigation and the organization of expert meetings were conducted to standardize the qualitative indicators,and the AHP method and the Delphi method were used to determine the weight,which provided an important basis for H city to build an appropriate performance evaluation index system of major financial science and technology special fund.
