A Research On Performance Evaluation Of Fiscal Special Funds Supporting Agricultural Science And Technology Development And Its Influence Factors

In recent years, central government has spent more on agricultural science and technology development. In 2012, the government fund of intramural expenditure on R&D of agricultural scientific research institution accounted 9.2 billion, a 61% increase over 2009.The steadily growing spending contributes a lot to advance in agricultural science and technology. But it doesn’t change the situation that the agricultural science and technology lacks the key competence and contribution rate of agricultural science and technological progress of China has a long distance to catch up with that of the developed countries. Scientific output within huge fund investment is less than satisfactory. This is because the phenomenon exists such as focusing more on setting up project than researching and "high investment, low output". How to improve the fund efficiency and scientific output has become a problem for academia and government. So with the method of performance evaluation, analyzing influence factors of performance of fiscal special fund supporting agricultural science and technology development plays an important role in strengthening fund management and enhancing capabilities for technological innovation.This paper takes the fiscal special funds supporting agricultural science and technology development as research object, and based on the analysis of existing literature, it studies two main contents:the first part is the performance evaluation of fiscal special fund supporting agricultural science and technology development, including that a index system and comprehensive evaluation model is proposed and an empirical research on 55 special projects of the fund supporting independent innovation of agricultural science and technology in Jiangsu Province. The second part is an analysis of influence factors of performance of fiscal special fund. On the basis of performance evaluation results of the fund supporting independent innovation of agricultural science and technology in Jiangsu Province, the thesis deepens study to the relationship between the performance and its influence factors, from four aspects including fund investment, the characteristics of project manager, the characteristics of scientific research team and the characteristics of project supporting institution.In the empirical research on performance evaluation and analyses of influence factors of the fund supporting independent innovation of agricultural science and technology in Jiangsu Province, there are following conclusions:In 2008-2010,the comprehensive performance of special projects has a U-shaped trend. Among three main composition of the comprehensive performance, management efficiency is relatively high, the scientific research outputs generally, and social and economic benefits are relatively low. In the further study of influence factors of the performance, It’s a positive correlation between the direct investment of scientific research activities and the performance of special projects. In the characteristics of project manager, the project undertaken by project manager with overseas background has a better performance. In the characteristics of scientific research team, the team size is positively related to the performance of special projects, however the composition of professional background is negatively related to the performance of special projects. In the features of project supporting institution, there is a negative correlation between the quantity of units that participate in projects and the performance of special projects. Then the performance of project which agricultural science institutes is in charge of is obviously higher than that of other units.Based on the above analysis and conclusions, this paper puts forward some relevant countermeasures and suggestions. First, Increasing the direct investment of scientific research activities to improve the specific spending budget’s quality; Second, Improving the mechanism of introduction and training of talents, so as to introduce more talents to develop the agricultural science and technology; Third, optimizating the scientific research team, in order to improve the ability of comprehensive study. The last, selecting the responsible project in charge of unit, to optimize the configuration of organization.
