Study On The Experience And Contemporary Enlightenment Of The Implementation Of The Cooperative Economic Policy In Shaanxi-gansu-ningxia Border Region

China's cooperative economy has a long history,which shows that the Chinese people,inspired by social reform and the practice and experience of the cooperative movement,have been constantly sharing means of production and resources to promote China's modernization.When the shensi-kansu-ningsia border region in the construction of the communist party of China on the implementation of cooperative economy policy has made great achievements,so this paper takes the shensi-kansu-ningsia border region economic cooperation policies and experience as the research object,the environment of the policy of the shensi-kansu-ningsia border region economic cooperation are briefly summarized,the thorough analysis to several cooperative economy policy in agriculture,industry,the specific contents and results in business,and then sums up the cooperative economy policy enlightenment to the contemporary construction of China's economic cooperation.This paper firstly states the research background and significance of cooperation economic policy in Shaanxi-Gansu-Ningxia Border region,and provides a theoretical basis for this paper according to the research results at home and abroad,and introduces the research methods and possible innovations of this paper.The second chapter is the definition of concept and basic theory,which explains the concept of cooperative economy and cooperative economy,and explains the sustainable development theory,cooperative economy theory and social equilibrium theory,which provides the theoretical basis for the research of cooperative economic policy in The border region of Shaanxi,Gansu and Ningxia.The third chapter introduces the environment of shaanxi,Gansu and Ningxia Border region cooperative economic policy making,analyzes and summarizes the political environment,cultural environment,natural environment,population environment and economic environment respectively,and then introduces the specific content of shaanxi,Gansu and Ningxia Border region cooperative economic policy making.The fourth chapter introduces the concrete contents of the implementation of shaanxi-Gansu-Ningxia Border region cooperative economic policy,mainly from three aspects of agriculture,industry and commerce.The economic policy of industrial cooperation includes centralized leadership,decentralized operation,movement of workers' spirit of cooperation,development of handicraft industry and reform of wage system.Commercial cooperative economy includes commercial trade,consumer cooperatives,prices and other aspects.The content of border region cooperative economic policy is studied in detail.The fifth chapter summarizes the results of the implementation of the policy of cooperation economy in the border area,and summarizes the results from the perspectives of agriculture,industry and commerce respectively.In agriculture,it improves the enthusiasm of farmers in the border area for production,promotes the development of cotton industry and related industries in the border area,integrates the labor force in the border area,improves production efficiency,and promotes the development of rural finance in the border area.In terms of industry,the organization and planning of the public industry should be strengthened.The workers have established a correct sense of production cooperation,which promoted the development of various handicraft industries,mainly textile,and the development of cooperative industries by combining capital and labor.In the aspect of business,enterprises have established close ties with cooperatives,which has broken the small-scale peasant economy system in the border region and stabilized prices and economic market in the border region.Chapter 6 of the border region economic cooperation policy research on content and experience,thus draws the cooperative economy policy to the development of the society as a whole,mainly including organization leadership,cooperation spirit,cooperation organization and pillar industries,interest mechanism,support policies from six aspects,through the analysis of the cooperative economy policy of contemporary enlightenment to understand,and promote the development of economic cooperation of the whole of China.
