An Analysis Of The Effect Of The New Round Of "Tax Reduction And Tax Reduction" Fiscal Policy Implemented By The Guangzhou Municipal Government

The new round of "tax reduction and fee reduction" public fiscal policy aims to reduce the tax burden of enterprises,release market and private vitality,improve the welfare of the people,promote the stable development of my country's society,and continue to grow economically.Public policies are focused on implementation,and the impact of the new round of “tax reduction and fee reduction” fiscal policies on local socio-economics has important practical significance for further improving policy implementation and exerting policy effects.According to the tax reduction theory analysis of Keynesian School and Supply School,the fiscal policy of "tax reduction and fee reduction" is closely related to the effects of economic growth,industrial structure,and investment and consumption.Since the central government put forward the structural tax reduction policy in 2008,it can be divided into three stages so far: the first stage is from 2008 to 2015,and various structural tax reduction policies were introduced in this stage,but the effect is not good;the second stage is 2016 From the year of 2017 to the implementation of the battalion reform and increase;the third stage is from 2018 to the present,a new round of "tax reduction and fee reduction" fiscal policy has been fully launched.This article will focus on the third stage,that is,the effect of the Guangzhou municipal government's implementation of a new round of "tax reduction and fee reduction" fiscal policy on the social and economic impact of Guangzhou.From the perspective of social development,the implementation of a new round of policies has eased employment pressure,reduced the burden on the people and improved welfare,but the balance of social insurance funds' revenue and expenditure and structural adjustment will face challenges.From the perspective of economic development,the implementation of a new round of policies has reduced corporate operating costs,promoted innovation and transformation,and enhanced export competitiveness.On the basis of sorting out the literature,using standard analysis and investigation methods,the current overall implementation of Guangzhou's "tax reduction and fee reduction" fiscal policy,the burden reduction of different types of enterprises,and social development are evaluated and analyzed.The study found that over 50% of enterprises have a clear sense of "tax reduction and fee reduction",indicating that the policy has a positive impact on the development of enterprises,and at the same time,there is room for improvement in the formulation and implementation of the "tax reduction and fee reduction" policy.It is mainly manifested in the ineffective effect after the implementation of the policy,the insufficient coverage of the policy and the reduction in the ability to adjust the “tax and fee reduction” policy.The reasons behind this are mainly due to the large financial burden,heavy taxation tasks,the inadequacy of the fiscal and taxation system,and the difficulty of reducing taxes and fees.In order to further promote the effective implementation of the new round of “tax reduction and fee reduction” policy in Guangzhou,this article puts forward relevant suggestions such as perfecting the “tax reduction and fee reduction” related system,intensifying the implementation of policies,rationally adjusting fiscal expenditure and optimizing fiscal revenue,Improve the deficiencies in the formulation and implementation of tax reduction policies,promote the standard operation of social and economic development in Guangzhou,and enhance the credibility and execution of the government.
