Under the trend of global economic integration,more and more countries participate in the division of the new pattern of international division of labor and cooperation.As a basic part of the national economy,manufacturing represents the national economic strength and its international status.The competitiveness of manufacturing is regarded as a strategy by"Made in China 2025".Existing researches always measure competitiveness only based on hard power,ignoring the soft power created by factors such as technological progress.Therefore,this paper builds an evaluation index of the international competitiveness of manufacturing from these two aspects,and uses global value chain status to verify its rationality.Taking factors with significant influence on manufacturing international competitiveness into consideration,this article builds an evaluation index system of it from two dimensions of hard power and soft power including cost strength,industrial scale,production efficiency,product market,brand innovation,human resources,corporate culture and institutional environment,and uses means of undrawing level in vertical and horizontal direction model to solve it.The calculating results of 43major countries in 2008-2016 shows that the competitiveness index of developed countries is significantly higher than that of developing countries.Among them,Switzerland,the United States,and Germany performs well while the rankings of New Zealand,Poland and Mexico significantly improved.The index of China,increased by 14.83 points during the study,ranked 22nd in 2016 and was in the second echelon.The hard power increased by 8.53 points and advanced 9 places to reach the 11thwhile the soft power increased by 21.71 points,ranking 22nd.All of the eight elements have improved during the period,displaying that the product market and product scale maintain stable advantages,while the institutional environment and human resources are still poor which needs to be improved..This article further examines the rationality of the competitiveness index through the Driscoll-Kraay standard error regression model which reflects that the improvement of the international competitiveness of manufacturing will exactly causing the rise of global value chain status and there is great significance of the competitiveness index in promoting the rise of the global value chain.Finally,based on the comparative analysis of advantages and disadvantages between different countries,the paper puts forward some policy suggestions for the improvement of China's manufacturing competitiveness.
