Evaluation Of The Efficiency Of Rural Social Security System Operating

As the core mechanism of social redistribution,social security system can not only effectively ease social conflicts and solve social contradictions,but also contribute to the rapid development of economy.However,due to the dual structure of urban and rural areas,the resource allocation system between urban and rural areas is totally different,which not only makes the rural social security system less developed and improved than that of urban areas,but also makes it difficult for rural residents to enjoy the same conditions of welfare treatment as urban residents.In order to narrow the gap between urban and rural areas formed by the dualistic economic structure and provide rural residents with the security of survival,pension and medical care,our government has put a lot of investment and support into the construction of the rural social security system,and has taken many constructive measures.With the increasing investment in various projects of rural social security system in China,in order to avoid the waste of investment,it is particularly important to evaluate the operational efficiency of the system.On the basis of sorting out,summarizing and summing up the existing research results,this paper uses panel three-stage DEA model to select input and output indicators from three aspects of social insurance,social welfare and social assistance,to calculate the operational efficiency of rural social security system in 31 provinces,municipalities and autonomous regions of China from 2015 to 2016,and to investigate the level of local fiscal expenditure,urbanization and urbanization.The impact of the three environmental variables of rural residents' living standard on the efficiency value of rural social security operation in China is discussed.Based on the efficiency optimization,the suggestions and suggestions on the path selection of the system operation are put forward.Through the above research,it is found that:(1)from the national perspective,there are 12 provinces,municipalities and autonomous regions in our country whose comprehensive technical efficiency value lies in the front of efficiency in the third stage.The overall level of the operational efficiency value of the rural social security system in our country is relatively high,but there is still room for improvement of efficiency.In the first stage,we did not consider the impact of environmental factors and random errors on the mean of efficiency,which led to errors in the mean of efficiency to a certain extent;(2)From the regional perspective,the regional differences in the operational efficiency of rural social security system in China are more prominent,and its comprehensive technical efficiency shows the state of central region > western region > Eastern region;(3)From the perspective of scale compensation,most provinces,municipalities and autonomous regions in China are in the stage of increasing scale compensation.It is said that further expanding the scale of these provinces,municipalities and autonomous regions can improve their average scale efficiency.Based on the above research,this paper puts forward some policy suggestions,such as improving the relevant system construction,improving the efficiency value and speeding up the process of urbanization construction.
