Study Of Jilin Province, Rural Social Security System Of Government Responsibility

The rural social security system is both an important part of social security system and a weak link in China. To establish and perfect rural social security system is an important content for the overall construction of a prosperous and harmonious society, which is a difficult problem to be solved urgently. The rural minimum living standard security system, the new-type rural cooperative medical service system, and the rural pension insurance systems are the important parts of rural social security system. This paper carried out the research and discussion on the construction of the above three social security system from the perspectives of current status, existing problems, countermeasures and suggestions.The paper holds that there is a disadvantaged group with a large population and low income in rural areas, which brings unstable influence on society. In contrast with the established urban minimum living standard system, the construction of rural counterpart develops slowly. Though there being lots of difficulties in establishing rural minimum living standard, it is necessary to be established and perfected in a short time. This paper put forward countermeasures and suggestions on the construction of rural minimum living standard security system from the perspectives of the scientific stipulation, rational fundraise, accurate definition of beneficiaries and correctly management of the fund for the minimum living standard security system.This paper carried out the analysis of the development status of rural cooperative medical service system with Jilin province as the example, the investigation on the implementation of the new-type rural medical cooperative system and the existing problems, as well as the discussion on the direction of future development of the rural medical security system.Since the "Basic program of county-class rural social pension insurance system" was issued by the Civil Administration Department in 1992, this paper holds that the rural social pension insurance system has achieved its early success in the past 15 years through the reform and implementation of the system, while there are still some unavoidable problems in the construction and implementation of the system.
